An Overview of the HAARP Program

The High Frequency Active Auroral Research Program (HAARP) operates a major ionospheric research facility at Gakona, Alaska. As you look through our web site, you will find many technical details about this facility and about active ionospheric research in general. Carl SaganNoted Astrophysicist, Astronomer and Cosmologist Carl Sagan once said, ‘We’ve arranged a global civilisation in which most crucial elements profoundly depend on science and technology. We have also arranged things so that no one understands science and technology. This is a prescription for disaster. We might get away with it for a while, but sooner or later this combustible mixture of ignorance and power is going to blow up in our faces.’

It is posited here, that we stand on the threshold of that disaster. So called ‘natural disasters’ appear to be on the rise, global warming is a reality we can no longer ignore, weather patterns are changing – and in many areas disastrously so. How much of it can be blamed on science? Can any of it be blamed on science? Can any of it be blamed on a specific science? The answer from these pages is a resounding ‘Yes’, and one need look no further than Alaska to find what may be the source of so much of what’s wrong with the world.

In 1985 Plasma Physicist Dr Bernard Eastlund applied for patents to technological inventions in which many could recognise the ideas and theories of the late Nikola Tesla. There was nothing wrong with Dr Eastlund doing so, but even he must have been aware of the incredible potential for both good and harm that Tesla had suggested his ideas could bring. Tesla had a fascination with the Ionosphere (essentially a bubble which encompasses the earth in the upper atmosphere) as being a source of energy as well as being harnessed to protect us from anything harmful which could penetrate it. The oil company ARCO approached Dr Eastlund to help with ways of extracting and utilising the natural gas to be found on the North slopes of mountainous Alaska. There was enough gas there to completely meet all of the USA’s electrical energy needs for an entire year. Dr Eastlund originated ideas for both military and civilian use which involved using the gas after conversion to electricity, to power some very large antennaes. But just what could the antennaes do? Dr Eastlund suggests that within his patent applications, were methods of using radio waves to stop incoming missilies by raising a ‘hole’ in the Ionosphere allowing missiles to be tackled in the enlarged atmospheric space which would be created, other potential applications included disrupting communications and altering weather patterns.

HAARP ARRAY

Today it is known that HAARP (High Frequency Active Auroral Research Program) situated in Alaska does indeed alter the ionosphere by beaming radio waves into it which cause it to ‘warm’ significantly – albeit in a localised area. It is also known that Congress plunged huge sums of money into the project to develop the miltary aspects of the technology. Should we be worried that HAARP can heat the Ionosphere? Should we be worried that the potential for changing weather patterns is there? When we listen to dissenting voices within the scientific community we should not only be worried – we should be protesting vigorously against technology which may even already be destroying the earth as we know it and causing untold distress to human life.

Brooks Agnew is an Earth Tomographer who frequently and succesfully used radio waves to detect previously unknown oil fields across America. He describes how a mere 30 Watts of power sending radio waves into the earth would return a resonating sound which he could identify as a ‘signature’ of what the radio waves were encountering. The point he raises, which should not be lost on anyone, is that it took only 30 Watts of power to return a very strong resonance from deep within the earth. HAARP uses 1 Billion Watts of power beamed directly into the Ionosphere – Brooks Agnew suggests that with that amount of power you may well have found the way to produce earthquakes.

Dr Patrick Flanagan, an expert in Electromagnetics, suggests that HAARP may well cause an energy releasing ‘chain reaction’ when beamed into the Ionosphere as the Ionosphere itself is supercharged with energy.

Dr Eastlund himself points out that only 1Watt of power is necessary to alter the state of the particles around it and cause a ‘glow’ – HAARP can focus 1 BILLION Watts on the same space! Indeed the scientists behind HAARP have explained and described how they can ‘paint or draw pictures in the sky’ using the radio waves beamed into the Ionosphere. (This could offer an explanation for the swirling light ‘portal’ which was filmed over Norway recently and left tens of thousands of people confused as to what it could be).

Biophysicist Dr Beverly Rubik insist the world should be viewed as an interwoven web of connections and upsetting the stability of one could have a serious knock on effect on others. She believes the scientists behind HAARP originated the project without being aware of ‘Chaos Theory’ and how small changes in part of a living system can seriously alter the well being of the entire system.

In clear contradiction of one another Rich Garcia, Director of Public Relations at HAARP deems it important enough to be studied by Universities all across the USA as it has ‘such an impact on Earth’ – that it is important to scientists and academics – whereas John Heckscher, project manager for HAARP states that it has no ‘impact on earth at all’ – who to believe?

To add to the anxieties of those opposed to HAARP and the research it is conducting, it is known that HAARP Alaska is not the only research facility in the world carrying out these tests. Others are liberally dotted around the world though it is not known if any are as powerful as HAARP Alaska.

Did HAARP cause the Japanese Earthquake?

I was watching a video interview with Benjamin Fulford and he mentioned Japan has been threatened with the use of HAARP several times in the last couple of years. Is there anyway to verify if this technology was used against them? I get the feeling this wouldn’t show up in the mass media.

HAARP technology is very real and has most definitely been used to create similar natural disasters in the past. i believe it is a bit too early to tell whether or not the Japan earthquake was caused by HAARP. However, after doing extensive research on HAARP, I have read that the earthquakes it causes are generally 10-15 kilometers below sea level. Reports have stated that the Japan earthquake was at 10 km while others have stated 15 km. In any event, HAARP is a dangerous weapon that the US has been using to threaten nations with for a while now. What is even scarier is that they can and likely will use it on their own nation. “Scientific” predictions have been coming out over the past several months that a large earthquake will hit the west coast “sometime soon.” As we all know, California has been overdue for the big one for quite a while, however, when mass media begins talking about scientific predictions for the near future, it worries me. The reason being, if a “natural” disaster were to strike, and if it were substantial, Obama can instantly instate Martial Law (this occurred when Katrina hit – look on youtube, you can find hundred of videos of soldiers breaking down doors, confiscating civilian’s weapons, and pulling them out of their homes against their will). Only under the context of a natural disaster can the president use Martial Law, thus overruling the constitution and the rights that it provides us.
Those that say these are conspiracy theories are blind to events that are happening under their nose, and people like LaurelHS are sheep.
At this point, it is crucial that we start motivating the public to utilize the internet for something good and do some research on their own. Research HAARP – see what it can do. Natural disasters are not the only thing it can cause.

When and where ever HAARP is used the sky shows multiple colored lights-same as Aurora Boreallis cause the radio waves excite upper atmosphere plasma-This was the case over China and Chilie and Haiti in 2010 where HAARP was likely used-either by purpose or accident-I don’t know?

Japan Tsunami Caused by HAARP?

Source: The Atlantean Conspiracy. A huge 8.9 Richter scale earthquake rocked Tokyo today resulting in a giant tsunami causing incredible amounts of damage, injuries and deaths. My first reaction was to check the University of Tokyo’s HAARP induction magnetometer to see if HAARP was fired up around the time of the quake. Sure enough, following a week of electromagnetic silence, HAARP was turned on at approximately 0:00 hours 9 March, 2011 UTC and has been going strong since. Here is the data for the last 36 hours:

U.S. global climate change weapon called HAARP

Weather Control, Mind Control and GeoWeaponry

The United States Navy and Air Force have joined with the University of Alaska, Fairbanks, and built a ground based “Star Wars” weapon system located in the remote bush country of Alaska. Scientific evidence reveals that it is now active.

The US has developed a new type of weapon called the High-frequency Active Auroral Research Program (HAARP). HAARP zaps the upper atmosphere with a focused and steerable electromagnetic beam. It is an advanced model of an “ionospheric heater.” (The ionosphere is the electrically-charged sphere surrounding Earth’s upper atmosphere. It ranges between 40 to 60 miles above the surface of the Earth.)
HAARP is a super-powerful radiowave-beaming technology that lifts areas of the ionosphere by focusing a beam and heating those areas. Electromagnetic waves then bounce back onto earth and penetrate everything — living and dead.
The official HAARP website states that the High-frequency Active Auroral Research Program is mainly an academic project with the goal of changing the ionosphere to improve communications for our own good. However U.S. military documents put it more clearly — HAARP aims to “exploit the ionosphere for Department of Defense purposes.” Communicating with submarines is only one of those purposes.
The press releases by the US government insist that the HAARP project is no different than other ionospheric heaters operating safely throughout the world in places such as Arecibo, Puerto Rico, Tromso, Norway, and the former Soviet Union. However, a 1990 government document indicates that the radio-frequency (RF) power zap will drive the ionosphere to unnatural activities.
” … at the highest HF powers available in the West, the instabilities commonly studied are approaching their maximum RF energy dissipative capability, beyond which the plasma processes will ‘runaway’ until the next limiting factor is reached.”
If the military, in cooperation with the University of Alaska Fairbanks, can show that this new ground-based “Star Wars” technology is sound, they both win. The military has a relatively-inexpensive defense shield and the University can brag about the most dramatic geophysical manipulation since atmospheric explosions of nuclear bombs. After successful testing, they would have the military megaprojects of the future and huge markets for Alaska’s North Slope natural gas.
Looking at patents which built on the work of a Texas’ physicist named Bernard Eastlund, it becomes clear how the military intends to use the HAARP transmitter. It also makes governmental denials less believable. The military knows how it intends to use this technology, and has made it clear in their documents. The military has deliberately misled the public, through sophisticated word games, deceit and outright disinformation.
The military says the HAARP system could:
* Give the military a tool to replace the electromagnetic pulse effect of atmospheric thermonuclear devices – an atmospheric thermonuclear detonation would create an EMP effect and cause a wide area blackout.
* Replace the huge Extremely Low Frequency (ELF) submarine communication system operating in Michigan and Wisconsin with a new and more compact technology
* Be used to replace the over-the-horizon radar system that was once planned for the current location of HAARP, with a more flexible and accurate system
* Provide a way to wipe out communications over an extremely large area, while keeping the military’s own communications systems working – HAARP can now knock out communications and electrical grids anywhere in the World with pinpoint accuracy.
* Provide a wide area earth-penetrating tomography.
* Be a tool for geophysical probing to find oil, gas and mineral deposits over a large area. The United States used HAARP to reveal Afghanistan’s wealth of mineral deposits worth by US accounting to be over $1 trillion. The war-ravaged countryside of Afghanistan has been hiding nearly $1 trillion worth of minerals, the New York Times reported on June 14, 2010. A team of American geologists and Pentagon officials discovered the mineral deposits. The Pentagon is in charge of HAARP and they have a team of geologists who look over the HAARP data, not from Afghanistan but from the US.
* Be used to detect incoming low-level planes and cruise missiles, making other technologies obsolete.
The above abilities looks like a good idea to all who believe in sound national defense, and to those concerned about cost-cutting. However, the possible uses which the HAARP records do not explain, and which can only be found in Air Force, Army, Navy and other federal agency records, are alarming. Moreover, effects from the reckless mis-use of these power levels in our natural shield — the ionosphere — could be cataclysmic according to some scientists. Scientific data has already declared that such a weapon is responsible for the accelerated melting of the glaciers, responsible for record heatwave and droughts, as well as responsible for most of the hurricanes, monsoons, flooding, earthquakes and other more catastrophic events of the last two decade.

The HAARP United States Patent 4,686,605 states:

“Thus, this invention provides the ability to put unprecedented amounts of power in the Earth’s atmosphere at strategic locations and to maintain the power injection level particularly if random pulsing is employed, in a manner far more precise and better controlled than heretofore accomplished by the prior art, particularly by detonation of nuclear devices of various yields at various altitudes… ” page12
“…it is possible not only to interfere with third party communications but to take advantage of one or more such beams to carry out a communications network even though the rest of the world’s communications are disrupted. Put another way, what is used to disrupt another’s communications can be employed by one knowledgeable of this invention as a communication network at the same time.” page 12
“… large regions of the atmosphere could be lifted to an unexpectedly high altitude so that missiles encounter unexpected and unplanned drag forces with resultant destruction.” page 14
“Weather modification is possible by, for example, altering upper atmosphere wind patterns by constructing one or more plumes of atmospheric particles which will act as a lens or focusing device. page 14
… molecular modifications of the atmosphere can take place so that positive environmental effects can be achieved. Besides actually changing the molecular composition of an atmospheric region, a particular molecule or molecules can be chosen for increased presence. For example, ozone, nitrogen, etc., concentrations in the atmosphere could be artificially increased.” page 14

Some information about HAARP comes from documents and reports written by Zbigniew Brzezinski (former National Security Advisory to U.S. President Carter) and J.F. MacDonald (science advisor to U.S. President Johnson and a professor of Geophysics at UCLA). They wrote about the use of power-beaming transmitters for geophysical and environmental warfare. The documents showed how these effects might be caused, and the negative effects on human heath and thinking.
The following statement was made more than twenty-five years ago in a book by Brzezinski which he wrote while a professor at Columbia University:
“Political strategists are tempted to exploit research on the brain and human behavior. Geophysicist Gordon J.F. MacDonald, a specialist in problems of warfare, says accurately-timed, artificially-excited electronic strokes could lead to a pattern of oscillations that produce relatively high power levels over certain regions of the earth … in this way one could develop a system that would seriously impair the brain performance of very large populations in selected regions over an extended period”
” … no matter how deeply disturbing the thought of using the environment to manipulate behavior for national advantages, to some, the technology permitting such use will very probably develop within the next few decades.”
In 1966, MacDonald was a member of the President’s Science Advisory Committee and later a member of the President’s Council on Environmental Quality. He published papers on the use of environmental control technologies for military purposes. The most profound comment he made as a geophysicist was, “the key to geophysical warfare is the identification of environmental instabilities to which the addition of a small amount of energy would release vastly greater amounts of energy.”
As early as 1970, Zbigniew Brzezinski predicted a “more controlled and directed society” would gradually appear, linked to technology. This society would be dominated by an elite group which impresses voters by allegedly superior scientific know-how. The book “Angels Don’t Play This HAARP” further quotes Brzezinski:
“Unhindered by the restraints of traditional liberal values, this elite would not hesitate to achieve its political ends by using the latest modern techniques for influencing public behavior and keeping society under close surveillance and control. Technical and scientific momentum would then feed on the situation it exploits,” Brzezinski predicted.
In another document prepared by the government, the U.S. Air Force claims: “The potential applications of artificial electromagnetic fields are wide-ranging and can be used in many military or quasi-military situations… Some of these potential uses include dealing with terrorist groups, crowd control, controlling breaches of security at military installations, and antipersonnel techniques in tactical warfare. In all of these cases the EM (electromagnetic) systems would be used to produce mild to severe physiological disruption or perceptual distortion or disorientation. In addition, the ability of individuals to function could be degraded to such a point that they would be combat ineffective. Another advantage of electromagnetic systems is that they can provide coverage over large areas with a single system. They are silent and countermeasures to them may be difficult to develop… One last area where electromagnetic radiation may prove of some value is in enhancing abilities of individuals for anomalous phenomena.”
The United States Congressional record documents the use of HAARP for penetrating the earth with signals bounced off of the ionosphere. These signals are used to look inside the planet to a depth of many kilometers in order to locate underground munitions, minerals and tunnels. The U.S. Senate set aside $15 million dollars in 1996 (Clinton and Al Gore Administration) to develop this ability alone — earth-penetrating-tomography. The problem is that the frequency needed for earth-penetrating radiation is also within the frequency range most cited for disruption of human mental functions. It may also have profound effects on migration patterns of fish, birds, bees and wild animals which rely on an undisturbed energy field to find their routes.

Weather altering Weapon

As if electromagnetic pulses in the sky and mental disruption were not enough, the super-powerful ionospheric heater could control weather.
Government documents indicates that the US military already has weather-control technology. When HAARP was built to its full power level during the Clinton and Al Gore years, HAARP was able to create weather effects over entire hemispheres. One of the first projects for the new HAARP weapon was to cause the accelerated melting of the glaciers in order for the US to get at the vast deposits of oil and mineral deposits in Canada’s northern territories. Former vice-president Al Gore is in fact one of the men in the US government responsible for the Global Warming of the planet and his oversight of the development of HAARP has made him $millions. Al Gore and Bill Clinton were the ones who gave government funding for the development of HAARP, which they knew could be used to manipulate the weather, so they are responsible for creating the global warming crisis. HAARP is a what caused Global warming because in all of the patents and government documents it states that HAARP is a super-powerful ionospheric heater. What does a heater do? It heats things up. What happens when you heat the ionosphere? It causes the gases of the ionosphere to heat up which will cause the Globe to warm – Global warming effect. The United States’ experiments with Global weather patterns has impacted everyone else on the planet.
Elizabeth Rauscher, a Ph.D. with a long and impressive career in high-energy physics, and has been published in prestigious science journals and books, commented on HAARP. “You’re pumping tremendous energy into an extremely delicate molecular configuration that comprises these multi-layers we call the ionosphere. The ionosphere is prone to catalytic reactions,” she explained, “if a small part is changed, a major change in the ionosphere can happen.”
In describing the ionosphere as a delicately balanced system, Dr. Rauscher shared her mental picture of it – a soap-bubble-like sphere surrounding Earth’s atmosphere, with movements swirling over the surface of the bubble. If a big enough hole is punched through it, she predicts, it could pop.
Physicist Daniel Winter, Ph.D., of Waynesville, North Carolina, says, “HAARP high-frequency emissions can couple with longwave (extremely-low-frequency, or ELF) pulses the Earth grid uses to distribute information as vibrations to synchronize dances of life in the biosphere.” Dan terms this geomagnetic action ‘Earth’s information bloodstream’, and says it is likely that coupling of HAARP HF (high-frequency) with natural ELF can cause unplanned, unsuspected side effects.
David Yarrow of Albany, New York, is a researcher with a background in electronics. He described possible interactions of HAARP radiation with the ionosphere and Earth’s magnetic grid: “HAARP will not burn holes in the ionosphere. That is a dangerous understatement of what HAARP’s giant gigawatt beam will do. Earth is spinning relative to thin electric shells of the multilayer membrane of ion-o-spheres that absorb and shield Earth’s surface from intense solar radiation, including charged particle storms in solar winds erupting from the sun. Earth’s axial spin means that HAARP — in a burst lasting more than a few minutes — will slice through the ionosphere like a microwave knife. This produces not a hole but a long tear — an incision.”

HAARP is active

The US military has had about twenty years to work on weather warfare methods, which it euphemistically calls weather modification. For example, rainmaking technology was taken for a few test rides in Vietnam. The U.S. Department of Defense sampled lightning and hurricane manipulation studies in Project Skyfire and Project Stormfury. And they looked at some complicated technologies that would give big effects. Angels Don’t Play This HAARP cites an expert who says the military studied both lasers and chemicals which they figured could damage the ozone layer over an enemy. Looking at ways to cause earthquakes, as well as to detect them, was part of the project named Prime Argus, decades ago. The money for that came from the Defense Advanced Research Projects Agency (DARPA, now under the acronym ARPA.) In 1994 the Air Force revealed its Spacecast 2020 master plan which includes weather control. Military scientists have experimented with weather control since the 1940’s, but Spacecast 2020 noted that “using environmental modification techniques to destroy, damage or injure another state are prohibited.” Having said that, the Air Force claimed that advances in technology “compels a reexamination of this sensitive and potentially risky topic.”
As far back as 1958, the chief White House advisor on weather modification, Captain Howard T. Orville, said the U.S. defense department was studying “ways to manipulate the charges of the earth and sky and so affect the weather” by using an electronic beam to ionize or de-ionize the atmosphere over a given area.
In 1966, Professor Gordon J. F. MacDonald was associate director of the Institute of Geophysics and Planetary Physics at the University of California, Los Angeles, was a member of the President’s Science Advisory Committee, and later a member of the President’s Council on Environmental Quality.
He published papers on the use of environmental-control technologies for military purposes. MacDonald made a revealing comment: “The key to geophysical warfare is the identification of environmental instabilities to which the addition of a small amount of energy would release vastly greater amounts of energy. ” World-recognized scientist MacDonald had a number of ideas for using the environment as a weapon system and he contributed to what was, at the time, the dream of a futurist. When he wrote his chapter, “How To Wreck The Environment,” for the book Unless Peace Comes, he was not kidding around. In it he describes the use of weather manipulation, climate modification, polar ice cap melting or destabilization, ozone depletion techniques, earthquake engineering, ocean wave control and brain wave manipulation using the planet’s energy fields.
He also said that these types of weapons would be developed and, when used, would be virtually undetectable by their victims. HAARP is that weapon, The military’s intention to do environmental engineering is well documented, U.S. Congress’ subcommittee hearings on Oceans and International Environment looked into military weather and climate modification conducted in the early 1970’s. “What emerged was an awesome picture of far-ranging research and experimentation by the Department of Defense into ways environmental tampering could be used as a weapon,” said another author cited in Angles Don’t Play This HAARP.
HAARP zaps the ionosphere where it is relatively unstable. If the ionosphere is greatly disturbed, the atmosphere below is subsequently disturbed. Scientists have said that there is a super-powerful electrical connection between the ionosphere and the part of the atmosphere where our weather comes onstage, the lower atmosphere. A man made electrical effect — power line harmonic resonance — causes fallout of charged particles from the Van Allen (radiation) belts, and the falling ions cause ice crystals (which precipitate rain clouds). Changes in the earth’s electric field resulting from a solar flare modulating conductivity may have only a barely detectable effect on meteorology, but the situation may be different in regard to electric field changes caused by man made ionization… ”
Jean Demay, Defense Information Systems Agency’s technical manager for the agency’s Transnational Information Sharing Cooperation project, was at the headquarters of the U.S. Southern Command in Miami preparing for a test of the system in a scenario that involved providing relief to Haiti in the wake of a hurricane just 1 day prior to the Haiti magnitude 7 earthquake. Defined as a “Combat Support Agency”, DISA, which is under the jurisdiction of the Department of Defense (DoD), has a mandate to provide IT and telecommunications, systems, logistics services in support of the US military. After the earthquake hit on Tuesday, January 12 2010, Demay said SOUTHCOM went live with the system. This gives evidence that the Haiti earthquake occurred during a secret US military test.
The test had a very different outcome as the US military produced an earthquake instead of a hurricane. According to a Russia Northern Fleet report, the U.S. Navy made a catastrophe mistake with a test of an undisclosed secret weapon and the result was the Haitian earthquake.
Is HAARP active today? You be the judge. China is experiencing the worse flooding in its history and the flooding began soon after China announced that – China will stop pegging yuan to dollar ~ USA Today report July 21, 2010. Also Russia is now enveloped in an unprecedented heat wave. Abnormally high temperatures have gripped Moscow since mid-June and four records have already been broken in July, meaning that on four occasions it was the highest temperature recorded for that day. Russia is wilting in the heat, not to mention the fact that thousands of forest fires are breaking out all over Russia.
Why is Russia a HAARP target? Russian spies in the US uncovered under Obama’s watch. President Obama was first briefed about the spies on June 11, according to a White House statement. A real embarrassment for Obama especially after Russian Prime Minister Vladimir Putin provided encouragement and sang patriotic songs with 10 agents who were expelled from the United States late last month after they were accused of spying.

The above abilities looks like a good idea to all who believe in sound national defense, and to those concerned about cost-cutting. However, the possible uses which the HAARP records do not explain, and which can only be found in Air Force, Army, Navy and other federal agency records, are alarming. Moreover, effects from the reckless mis-use of these power levels in our natural shield — the ionosphere — could be cataclysmic according to some scientists. Scientific data has already declared that such a weapon is responsible for the accelerated melting of the glaciers, responsible for record heatwave and droughts, as well as responsible for most of the hurricanes, monsoons, flooding, earthquakes and other more catastrophic events of the last two decade.

Sonic and ultrasonic weapons (USW) are weapons of various types that use sound to injure, incapacitate, or kill an opponent. Some sonic weapons are currently in limited use or in research and development by military and police forces. Others exist only in the realm of science fiction. Some of these weapons have been described as sonic bullets, sonic grenades, sonic mines, or sonic cannons. Some make a focused beam of sound or ultrasound; some make an area field of sound. Although many real sonic and ultrasonic weapons are described as “non-lethal“, they can still kill under certain conditions.

[edit] Designed to emit sound as an irritant

Extremely high-power sound waves can disrupt and/or destroy the eardrums of a target and cause severe pain or disorientation. This is usually sufficient to incapacitate a person. Less powerful sound waves can cause humans to experience nausea or discomfort. The use of these frequencies to incapacitate persons has occurred both in counter-terrorist and crowd control settings.

The possibility of a device that produces frequency that causes vibration of the eyeballs — and therefore distortion of vision — was apparently confirmed by the work of engineer Vic Tandy^[1]^[2] while attempting to demystify a “haunting” in his laboratory in Coventry. This “spook” was characterised by a feeling of unease and vague glimpses of a grey apparition. Some detective work implicated a newly installed extractor fan that, Tandy found, was generating infrasound of 18.9 Hz, 0.3 Hz, and 9 Hz.

In 2005 BBC reported that the crew of the cruise ship Seabourn Spirit used a long range acoustic device (LRAD) to deter pirates who chased and attacked the ship ^[3]. More commonly this device and others of similar design have been used to disperse protesters and rioters in crowd control efforts. A similar system is called a “magnetic acoustic device”.^[4]

The BBC reported in Oct 2006 on a ‘mobile’ sonic device which is being used in Grimsby, Hull and Lancashire and is designed to deter teenagers from lingering around shops in target areas. The device works by emitting an ultra-high frequency blast (around 19–20 kHz) that teenagers or people under approximately 20 are susceptible to and find uncomfortable. Age-related hearing loss apparently prevents the ultra-high pitch sound from causing a nuisance to those in their late twenties and above, though this is wholly dependent on a young person’s exposure to high sound pressure levels.

During the 2009 G20 summit in Pittsburgh, police used sound cannons against protestors.^[5]

[edit] Demonstrated infrasonic weapon

The U.S. DOD has demonstrated phased arrays of infrasonic emitters. The weapon usually consists of a device that generates sound at about 7 Hz. The output from the device is routed (by pipes) to an array of open emitters. At this frequency, armor and concrete walls and other common building materials allow sound waves to pass through, providing little defense.^[6] This presents logistic problems regarding operation of infrasonic weaponry without exposing operating personnel to the potentially damaging effects.

Physicist and researcher Jürgen Altmann, however, has suggested that infrasound “does not have the alleged drastic effects on humans” in his paper “Acoustic Weapons.” While many sources make reference to military research into infrasonic weapons beginning with the work of Dr. Vladimir Gavreau, it is unclear as to whether or not these devices have potential use in conflict.

Some common bio-effects of electromagnetic or other non-lethal weapons include effects to the human central nervous system resulting in physical pain, difficulty breathing, vertigo, nausea, disorientation, or other systemic discomfort. Interference with breathing poses the most significant, potentially lethal results. Light and repetitive visual signals can induce epileptic seizures (see Bucha effect). Vection and motion sickness can also occur. Cavitation, which affects gas nuclei in human tissue, and heating can result from exposure to ultrasound and can cause damage to tissue and organs.

Studies have found that exposure to high intensity ultrasound at frequencies from 700 kHz to 3.6 MHz can cause lung and intestinal damage in mice. Heart rate patterns following vibroacoustic stimulation has resulted in serious negative consequences such as atrial flutter and bradycardia. ^[7] ^[8]

Researchers have concluded that generating pain through the auditory system using high intensity sound resulted in a high risk of permanent hearing damage. Organizations in a research program which included the Naval Submarine Medical Research Laboratory (Groton, Connecticut), Navy Experimental Diving Unit (Panama City, Florida), SCC San Diego, Navy Medical Research and Development Command (Bethesda, Maryland), Underwater Sound Reference Detachment of Naval Undersea Warfare Center (Orlando, Florida), Applied Research Laboratories: University of Texas at Austin, Applied Physics Laboratory: University of Washington, Institute for Sensory Research: Syracuse University, Georgia Institute of Technology, Emory University, Boston University, University of Vermont, Applied Physics Laboratory, Johns Hopkins University, Jet Propulsion Laboratory, University of Rochester, University of Minnesota, University of Illinois, Loyola University,^{[disambiguation needed]} and the State University of New York at Buffalo, involved high intensity audible sound experiments on human subjects.^{[citation needed]}

The extra-aural (unrelated to hearing) bioeffects on various internal organs and the central nervous system included auditory shifts, vibrotactile sensitivity change, muscle contraction, cardiovascular function change, central nervous system effects, vestibular (inner ear) effects, and chest wall/lung tissue effects. Researchers found that low frequency sonar exposure could result in significant cavitations, hypothermia, and tissue shearing. No follow on experiments were recommended. Tests performed on mice show the threshold for both lung and liver damage occurs at about 184 dB. Damage increases rapidly as intensity is increased.

Noise-induced neurologic disturbances in humans exposed to continuous low frequency tones for durations longer than 15 minutes has involved in some cases the development of immediate and long term problems affecting brain tissue. The symptoms resembled those of individuals who had suffered minor head injuries. One theory for a causal mechanism is that the prolonged sound exposure resulted in enough mechanical strain to brain tissue to induce an encephalopathy.^[9]

Western Bankers Threatened Japan with HAARP Eco-Destruction a Year Before China Quakes

Constructed by the US Navy and Army in Alaska’s bush country during the early 80s, the Pentagon’s widely acknowledged high-tech “sky zapper” also can rattle the earth’s substructure. But while the Defense Department acknowledges the program’s existence, officials are keeping the “pandora’s box” that is HAARP–High Frequency Active Auroral Research Program–classified.

Nonetheless, some remarkably eerie circumstantial evidence compiled below from diverse, reputable sources suggest politically flaccid Democrat congressional leaders should investigate if the Bush White House and Pentagon has perpetrated humankind’s deadliest terrorist attack last month on China.

In 1996, a Canadian Broadcasting Corporation telecast reported the US Defense Department was then in the initial stages of developing “geophysical warfare“; YouTube.com now hosts the broadcast in two parts, excerpted below.

Though I cannot expertly assess the geo-political entanglements outlined in the next clip by Jeff Steinberg, an media analyst for the political action committee representing perennial presidential candidate (and staunch Bush opponent) Lyndon LaRouche, the 10-minute excerpt of his 7 April 2008 podcast alleges escalating hostilities among the Asian Union (Russia, India but principally China), the European Union and the U.S. North American Union juggernaut. Though he does not mentions eco- or weather weapons, Steinberg claims “World War III” is imminent.

Those observations are followed by experts observations about HAARP’s likely expanded military applications: weather modification and, yes, earthquakes. Around the 6-minute mark, listen closely to “radio tomographer” Brooks Agnew cite his remarkable success during the early 80s in using directed 30-watt radio energy to find twenty-six untapped oil fields beneath the earth’s surface; he then effectively illustrates the impact of HAARP’s one billion-watts if it were directed into the earth’s substructure instead of the ionosphere.

Supporting Evidence from Japan

Before stomping off in a dither, declaring the evidence is yet another bucketful of barking conspiracy insanity, consider a claim about Japan’s financial system recently made in the next clip by Benjamin Fulford.

Formerly a well-traveled Far East correspondent for Forbes magazine, Fulford, fluent in Japanese, is hosting What is This?, his weekly podcast from Tokyo, and alleges “Hazel” Takana, Japan’s finance minister, told him in 2007 “a group of American and European oligarchs” threatened to strike the country with manufactured earthquakes unless he ceded control of the Japanese banking system.

Hosted by YouTube.com, Fulford’s allegation is accompanied by an critical explanatory note in the webpage’s “more info” opition; it cites similarities in Japan’s 2007 ‘quakes with those more recently striking China: “Benjamin Fulford reports from Tokyo on a mysterious plasma weapon seen prior to the Niigata earthquake [… on 16] July, 2007 and red, white and blue lights seen prior to the recent earthquake in China. Both quakes targeted nuclear facilities… coincidence?”

This clarification suggests Japan was first subjected to earthquakes before Tanaka allegedly ceded control of Japan’s banks to US and European financial leaders.

Can this possibly be true?

On 28 April 1997, Senator Sam Nunn of George organized a counterterrorism conference in Atlanta. During the Q&A session after US Defense Secretary William S. Cohen’s presentation, Cohen indicates at least two–individuals? groups? countries?–have succeeded in creating HAARP-like weaponry: “Others are engaging even in an eco-type of terrorism whereby they can alter the climate, set off earthquakes, volcanoes remotely through the usnetic waves.”

And finally, this related angle to military use of directed energy on citizens around the world, to include the US:

In February, Milkhouse Mouse referenced a Washington Post article, buried deep in the folds of a 2007 Sunday edition, about–and I quote WaPo staff write Sharon Weinberger –“a community of people who believe the government is beaming voices into their minds. They may be crazy, but the Pentagon has pursued a weapon that can do just that.”

Though Weinberger never mentions HAARP per se, she sought an interview with Rich Garcia, the HAARP spokesman appearing in part 1 of the CBC clip. While in 1996 he talked to the Canadian media about HAARP, by 2007 Garcia “declined to discuss that patent or current or related research in the field, citing the lab’s policy not to comment on its microwave work.”

[A researcher and Targeted Individual (TI) Weinberger interviewed] came across references to the CIA seeking to influence the mind with electromagnetic fields. Then he found references in an academic research book to work that military researchers at Walter Reed Army Institute of Research had done in the 1970s with pulsed microwaves to transmit words that a subject would hear in his head. Elsewhere, he came across references to attempts to use electromagnetic energy, sound waves or microwave beams to cause non-lethal pain to the body. For every symptom he experienced, he believed he found references to a weapon that could cause it.How much of the research Girard cites checks out?

Concerns about microwaves and mind control date to the 1960s, when the U.S. government discovered that its embassy in Moscow was being bombarded by low-level electromagnetic radiation. In 1965, according to declassified Defense Department documents, the Pentagon, at the behest of the White House, launched Project Pandora, top-secret research to explore the behavioral and biological effects of low-level microwaves. For approximately four years, the Pentagon conducted secret research: zapping monkeys; exposing unwitting sailors to microwave radiation; and conducting a host of other unusual experiments (a sub-project of Project Pandora was titled Project Bizarre). The results were mixed, and the program was plagued by disagreements and scientific squabbles. The “Moscow signal,” as it was called, was eventually attributed to eavesdropping, not mind control, and Pandora ended in 1970. And with it, the military’s research into so-called non-thermal microwave effects seemed to die out, at least in the unclassified realm.

But there are hints of ongoing research: An academic paper written for the Air Force in the mid-1990s mentions the idea of a weapon that would use sound waves to send words into a person’s head. “The signal can be a ‘message from God’ that can warn the enemy of impending doom, or encourage the enemy to surrender,” the author concluded.

In 2002, the Air Force Research Laboratory patented precisely such a technology: using microwaves to send words into someone’s head. That work is frequently cited on mind-control Web sites. Rich Garcia, a spokesman for the research laboratory’s directed energy directorate, declined to discuss that patent or current or related research in the field, citing the lab’s policy not to comment on its microwave work.

From last decade strange things happened on earth. For example many earthquakes came in those regions where it never happened before and scientifically too it is not possible.
World famous scientist Doctor Rosalie Bertell said that American scientists are working on environment so that it can be used as weapon. In 1970 an American security adviser also expressed such thoughts in his book ‘Between Two Ages’. Marc Filterman, an ex-army officer also said that ‘weather war’ has been started between USA and Russia and both countries had made such weapons in 1980.
During Second World War scientists from New Zealand had made a machine which could be used to create Tsunami. The project name was ‘Project Seal’ and it was supposed to be used against Japan. Soviet scientists successfully made machine named ‘Pamir’ which could create artificial earthquake during 80’s.
Just think about it, it is much easier to destroy the infrastructure and economy of your enemy by imposing natural disaster on them. Military might of your enemy automatically destroyed if you destroy the infrastructure. Recent floods in Pakistan and wild fire in Russia destroyed the economy of both countries. The patterns of clouds in Pakistan are also strange during these floods hence it also increases the doubts that whether it was natural disaster or man made disaster!

Michael Chosodoskey, famous professor in University of Ottawa Canada, wrote that USA developed such fatal weapons which are capable of changing environmental conditions to create artificial earthquakes, floods and storms. Again in 2001 Professor Michael Chosodoskey wrote that both USA and Russia developed the environmental weapons. HAARP (High, frequency Active Auroral Research Program) is the name of American scientific programme to develop such environmental weapons.
Nikola Tesia (1856-1943) is considered as the father of earthquake and weather weapons presented his theory in 1940 that certain changes in weather can be made to create artificial storms, floods and earthquakes and it is also possible to create a cover of invisible rays around any area or country like The Great Wall of China. Although American government rejected the idea by saying that it would be destructive for earth but they quietly worked on it and task was given to Pentagon to complete it.
HAARP is under the control of American navy and air force in the wilderness of Alaska. According to many experts HAARP is fully functional now and USA acquired the power to trigger catastrophe anytime anywhere in the world.
The experts failed to predict the great floods in Pakistan 2010 and still they are struggling to find out the real causes of those sudden and devastating floods. Recent floods in China were also sudden and devastating. Wild fire in Russia was most dangerous and sudden. All these things proved that there is something wrong with all these incidences

There are international Treaties and Conventions (most notably ENMOD), prohibiting the application of such means of weather or environmental modification in warfare or to harm a country or peoples. Such modification would also include inducing a damaging earthquake, and military research on this (e.g., with the US in NZ) is reputed to go back to WWII.

There are a number of weather modification patents. Although they are for peaceful applications of weather modification, they could in practice be misapplied by the military to harm a nation, its infrastructure, crops, and peoples. Having done some theoretical research and a patent search for such a project for an Indian Meteorologist, hoping to diminish the harm from monsoons, he would be horrified at the prospect that the military would misapply such a potentially fruitful technology.

Rarely acknowledged in the debate on global climate change, the world’s weather can now be modified as part of a new generation of sophisticated electromagnetic weapons. Both the US and Russia have developed capabilities to manipulate the climate for military use.

Environmental modification techniques have been applied by the US military for more than half a century. US mathematician John von Neumann, in liaison with the US Department of Defense, started his research on weather modification in the late 1940s at the height of the Cold War and foresaw ‘forms of climatic warfare as yet unimagined’. During the Vietnam war, cloud-seeding techniques were used, starting in 1967 under Project Popeye, the objective of which was to prolong the monsoon season and block enemy supply routes along the Ho Chi Minh Trail.

The US military has developed advanced capabilities that enable it selectively to alter weather patterns. The technology, which is being perfected under the High-frequency Active Auroral Research Program (HAARP), is an appendage of the Strategic Defense Initiative – ‘Star Wars’. From a military standpoint, HAARP is a weapon of mass destruction, operating from the outer atmosphere and capable of destabilising agricultural and ecological systems around the world.

Weather-modification, according to the US Air Force document AF 2025 Final Report, ‘offers the war fighter a wide range of possible options to defeat or coerce an adversary’, capabilities, it says, extend to the triggering of floods, hurricanes, droughts and earthquakes: ‘Weather modification will become a part of domestic and international security and could be done unilaterally… It could have offensive and defensive applications and even be used for deterrence purposes. The ability to generate precipitation, fog and storms on earth or to modify space weather… and the production of artificial weather all are a part of an integrated set of [military] technologies.’

In 1977, an international Convention was ratified by the UN General Assembly which banned ‘military or other hostile use of environmental modification techniques having widespread, long-lasting or severe effects.’ It defined ‘environmental modification techniques’ as ‘any technique for changing –through the deliberate manipulation of natural processes – the dynamics, composition or structure of the earth, including its biota, lithosphere, hydrosphere and atmosphere, or of outer space.’

While the substance of the 1977 Convention was reasserted in the UN Framework Convention on Climate Change (UNFCCC) signed at the 1992 Earth Summit in Rio, debate on weather modification for military use has become a scientific taboo.

Military analysts are mute on the subject. Meteorologists are not investigating the matter and environmentalists are focused on greenhouse gas emissions under the Kyoto Protocol. Neither is the possibility of climatic or environmental manipulations as part of a military and intelligence agenda, while tacitly acknowledged, part of the broader debate on climate change under UN auspices.

The HAARP Programme

Established in 1992, HAARP, based in Gokona, Alaska, is an array of high-powered antennas that transmit, through high-frequency radio waves, massive amounts of energy into the ionosphere (the upper layer of the atmosphere). Their construction was funded by the US Air Force, the US Navy and the Defense Advanced Research Projects Agency (DARPA). Operated jointly by the Air Force Research Laboratory and the Office of Naval Research, HAARP constitutes a system of powerful antennas capable of creating ‘controlled local modifications of the ionosphere’. According to its official website, www.haarp.alaska.edu , HAARP will be used ‘to induce a small, localized change in ionospheric temperature so physical reactions can be studied by other instruments located either at or close to the HAARP site’.

But Rosalie Bertell, president of the International Institute of Concern for Public Health, says HAARP operates as ‘a gigantic heater that can cause major disruptions in the ionosphere, creating not just holes, but long incisions in the protective layer that keeps deadly radiation from bombarding the planet’.

Physicist Dr Bernard Eastlund called it ‘the largest ionospheric heater ever built’. HAARP is presented by the US Air Force as a research programme, but military documents confirm its main objective is to ‘induce ionospheric modifications’ with a view to altering weather patterns and disrupting communications and radar.

According to a report by the Russian State Duma: ‘The US plans to carry out large-scale experiments under the HAARP programme [and] create weapons capable of breaking radio communication lines and equipment installed on spaceships and rockets, provoke serious accidents in electricity networks and in oil and gas pipelines, and have a negative impact on the mental health of entire regions.’*

An analysis of statements emanating from the US Air Force points to the unthinkable: the covert manipulation of weather patterns, communications and electric power systems as a weapon of global warfare, enabling the US to disrupt and dominate entire regions. Weather manipulation is the pre-emptive weapon par excellence. It can be directed against enemy countries or ‘friendly nations’ without their knowledge, used to destabilise economies, ecosystems and agriculture. It can also trigger havoc in financial and commodity markets. The disruption in agriculture creates a greater dependency on food aid and imported grain staples from the US and other Western countries.

HAARP was developed as part of an Anglo-American partnership between Raytheon Corporation, which owns the HAARP patents, the US Air Force and British Aerospace Systems (BAES).

The HAARP project is one among several collaborative ventures in advanced weapons systems between the two defence giants. The HAARP project was initiated in 1992 by Advanced Power Technologies, Inc. (APTI), a subsidiary of Atlantic Richfield Corporation (ARCO). APTI (including the HAARP patents) was sold by ARCO to E-Systems Inc, in 1994. E-Systems, on contract to the CIA and US Department of Defense, outfitted the ‘Doomsday Plan’, which ‘allows the President to manage a nuclear war’.Subsequently acquired by Raytheon Corporation, it is among the largest intelligence contractors in the World. BAES was involved in the development of the advanced stage of the HAARP antenna array under a 2004 contract with the Office of Naval Research.

The installation of 132 high frequency transmitters was entrusted by BAES to its US subsidiary, BAE Systems Inc. The project, according to a July report in Defense News, was undertaken by BAES’s Electronic Warfare division. In September it received DARPA’s top award for technical achievement for the design, construction and activation of the HAARP array of antennas.

The HAARP system is fully operational and in many regards dwarfs existing conventional and strategic weapons systems. While there is no firm evidence of its use for military purposes, Air Force documents suggest HAARP is an integral part of the militarisation of space. One would expect the antennas already to have been subjected to routine testing.

Under the UNFCCC, the Intergovernmental Panel on Climate Change (IPCC) has a mandate ‘to assess scientific, technical and socioeconomic information relevant for the understanding of climate change’. This mandate includes environmental warfare. ‘Geo-engineering’ is acknowledged, but the underlying military applications are neither the object of policy analysis or scientific research in the thousands of pages of IPCC reports and supporting documents, based on the expertise and input of some 2,500 scientists, policymakers and environmentalists. ‘Climatic warfare’ potentially threatens the future of humanity, but has casually been excluded from the reports for which the IPCC received the 2007 Nobel Peace Prize.

WEATHER WARFARE

A United States Air Force document from 1996 projected one future scenario where the American World View became more Global following a major terrorist attack on the US early in the twenty-first century. This event, along with increasing concern for the global environment, was postulated to help produce a consensus that the US should act vigorously to promote stability abroad (Global US World View) despite the frustration of a Dispersed World Power Grid. This was one of six alternative futures put together by the U.S. Air Force’s best and brightest and their civilian advisors.

With a goal later described as “Full Spectrum Dominance” by the year 2025, the Air Force backcasted, as opposed to forecasted what “determines the willingness and capability of the US to take the lead in international affairs.” This scenario was called “Gulliver’s Travails.”

This chilling theme was echoed the next year by Zbigniew Brzezinski, former U.S. National Security Advisor, in his book The Grand Chessboard. Brzezinski argues that the key to world power is in Central Asia with its vast oil deposits, but short of a galvanizing attack by foreigners or terrorists on the scale of Pearl Harbor, the U.S. public lacked the imperial will to seize world dominance.

On March 19, 1997, Dr. Arnold A. Barnes, Jr. of John Hopkins University and Senior Scientist at Phillips Laboratory described a key element of Full Spectrum Dominance at the Tecom Test Technology Symposium in his address on “The Army After Next How Will We Test? Weather Modification.”

Barnes, a consultant on the Air Force study, calmly outlined the history of the U.S. military’s weather modification programs and what would be needed for future fully-integrated weather modification capabilities. The good doctor referenced the document “Spacecast 2020,” later updated in “Weather As A Force Multiplier: Owning the Weather in 2025,” which noted that “Atmospheric scientists have pursued terrestrial weather modification in earnest since the 1940’s. . . . Space presents us with a new arena, technology provides new opportunities. . . ”

While Spacecast 2020 had analyzed “the difficulty, cost and risk of developing a weather control system for military applications” as “extremely high,” Barnes offered a different perspective. He saw “opportunities to capitalize on investment militarily [as] Medium/High” while the “Political implications/health hazards [were] Medium/Low.”

In Barnes’ scenario, there had already been a long history of U.S. military weather modification. During World War II, the U.S. and British military lit fires on runways to disperse fog. The U.S. Air Force History Office points out on its webpage that “for meteorologists, a major consequence of World War II was the development of a world weather network utilizing new equipment and techniques.”

The British Royal Air Force and Western scientists engaged in Operation Cumulus between August 4 and 15, 1952, which, according to a August 30, 2001 BBC broadcast, was a rainmaking project that led to 35 flood-related deaths in Devon.

Declassified documents show that in 1953 the British military and their allies were experimenting in increasing rain and snow by artificial means in hopes of “bogging down enemy movement.” They were also interested in “increasing the water flow in rivers and streams to hinder or stop enemy crossings.”

Perhaps more shocking, the documents reveal talk concerning the possibility “to explode an atomic weapon in a seeded storm system or cloud.” This would produce a far wider area of radioactive contamination than in a normal atomic explosion.

Between November 1955 and April 1956, the U.S. Air Force participated in Project 119-L, which resulted in a worldwide meteorological survey. If you’re going to artificially modify the weather, you have to be able to predict it first. Barnes referred to the Air Force’s ability to create “cloud holes” using first the chemical “Carbon Black” in the 50’s and 60’s and later silver iodide.

“From 1961 into 1980 U.S. scientists conducted extensive research into the possibility of weakening hurricanes with cloud-seeding techniques. The Project was known as Project Storm Fury,” according to USA Today.

Former Deputy Secretary of Defense Cyrus Vance created a Defense Environmental Services study group in 1966 “to review the full spectrum of environmental services and R&D within the Department of Defense.”

By early 1967, Operation Popeye was underway. The 54^th Weather Reconnaissance Squadron took off, in the words of one military official, to “make mud, not war.” The military seeded the clouds over the Ho Chi Minh Trail to create floods and wash out North Vietnamese supply routes. Dr. Barnes pointed out that “Operation Popeye [was] run by people from our lab.”

Columnist Jack Anderson broke the story about the politically sensitive operation in 1971 paving the way for a Congressional investigation that documented these and other secret weather modification warfare programs.

As public anger grew, Senator Clayborn Pell of Rhode Island, who originally believed it was better to be rained on with water than bombs, wrote an editorial in the Providence Journal Bulletin in 1975 entitled “United States and Other World Powers Should Outlaw Tampering With Weather for Use as War Weapon.”

That year, the U.S. and the Soviets began negotiations to ban weather modification as a military weapon. On October 10, 1976, the UN produced the treaty “Convention on the Prohibition of Military or any other Hostile Use of Environmental Modification” (ENMOD). It went into effect on October 5, 1978, a fact lamented by Dr. Barnes. “Since 1978 the official Air Force position has been that weather modification has little utility or military payoff as a weapon of war.”

Dr. Barnes argued at the Symposium that “The official Air Force position needs to be reevaluated – especially “In the light of 19 years of scientific advances.” While the U.S. and Soviet military had officially turned away from weather modification as a weapon, their partners in the private sector filled the gap for the next two decades. ENMOD had a huge loophole that allowed for the peaceful commercial use of weather modification.

In his paper “Progress in planned weather modification research: 1991-1994,” Robert Czys of the Atmospheric Science Division of the Illinois State Water Survey reports “A randomized hail experiment, Grossversuch IV, was conducted in central Switzerland during 1977-1981. Research groups from France, Italy, and Switzerland participated in the experiment to test the Soviet hail suppression method.” Meanwhile, back at home between 1987 and 1993, the North Dakota Cloud Modification Program, NDCMP, was underway.

As Dr. Barnes noted, there was “operational and modeling information” from a 1976 scientific paper showing how “to achieve precipitation enhancement, create cirrus clouds, and to dissipate fog and low clouds.” There were, however, “risks and limitations,” particularly the problem of the “creation of optimum submicron particles” which would pose a danger to health as they fell through the atmosphere.

But Barnes argued that the new “advanced weapons systems” were “more environmentally sensitive” and once again, the military should be engaging in weather modification weapons. After all, the uses were obvious. You could “Deny fresh water” to the enemy, “Induce Drought,” “Increase Concealment” and “Decrease [the enemy’s] Comfort Level/Morale.”

Moreover, Dr. Barnes insisted that the weaponization of space is the key to warfare in the 21^st century. The United States government would later produce a document named “Joint Vision for 2020” under the auspices of the U.S. Space Command that outlines the plan for “Full Spectrum Dominance.” In the years following Dr. Barnes’ presentation on fully integrating high-tech weather modification into the U.S. military, so-called chemtrail sightings have occurred throughout the United States and its Western allies.

Barnes embraced the government’s HAARP Project in Alaska, also managed by Phillips Laboratory, as a weapon “to enhance communications and surveillance systems, e.g., over-the-horizon (for both civilian and defense purposes).”

Weather Modification Inc. signed a contract with Thailand on December 20, 1996 to help “the southeast Asian country get a better grip on its weather – through “cloud modification.”

In the November 13, 1997, the Wall Street Journal reported that the government of Malaysia had signed a contract with a Russian-owned company to create cyclones to blow pollution out to sea.

The BBC reported on March 5, 1998 that Canadian scientist Dr. Graeme Mather “believes he has found the Holy Grail of weather science, in the skies over Mexico his claim is being put to the test. “In my opinion, these convective clouds could be made more efficient by using weather modification, trying to produce more water from available clouds,” Mather said.

In 1998 an American Meteorological Society report conceded that over the past 20 years “experiments had been carried out on lightning suppression.” Dr. Barnes’ interest in lightning had direct military application, particularly the use of a “Laser Lightning Rod to trigger lightning.” This would enhance the development of the “Airborne Laser (ABL).”

Brzezinski predicted: “Technology will make available, to the leaders of major nations, techniques for conducting secret warfare, of which only a bare minimum of the security forces need be appraised. . . . Technology of weather modification could be employed to produce prolonged periods of drought or storm.”

The Korean Times reported on January 27 of this year that the South Korean “government is checking up on the possibility of using weather modification techniques to prevent monsoon rains interrupting the 2002 World Cup matches. The paper reports “Both the U.S. and Russia have commercialized rain and hailstorm prevention programs.” Meanwhile, North Korea continues to suffer the aftereffects of a decade-long drought.

HAARP (High Frequency Active Auroral Research Program) is a little-known, yet critically important U.S. military defense program which has generated quite a bit of controversy over the years in certain circles. Though denied by HAARP officials, some respected researchers allege that secret electromagnetic warfare capabilities of HAARP are designed to forward the US military’s stated goal of achieving full-spectrum dominance by the year 2020. Others go so far as to claim that HAARP can and has been used for weather modification, to cause earthquakes and tsunamis, to disrupt global communications systems, and more.

Major aspects of the program are kept secret for alleged reasons of “national security.” Yet there is no doubt that HAARP and electromagnetic weapons capable of being used in warfare do exist. According to the official HAARP website, “HAARP is a scientific endeavor aimed at studying the properties and behavior of the ionosphere, with particular emphasis on being able to understand and use it to enhance communications and surveillance systems for both civilian and defense purposes.” The ionosphere is the delicate upper layer of our atmosphere which ranges from about 30 miles (50 km) to 600 miles (1,000 km) above the Earth’s surface.

The HAARP website acknowledges that experiments are conducted which use electromagnetic frequencies to fire pulsed, directed energy beams in order to “temporarily excite a limited area of the ionosphere.” Some scientists state that purposefully disturbing this sensitive layer could have major and even disastrous consequences. Concerned HAARP researchers like Dr. Michel Chossudovsky of the University of Ottawa and Alaska’s Dr. Nick Begich (son of a US Congressman) present evidence suggesting that these disturbances can even cause tsunamis and earthquakes.

Two key major media documentaries, one by Canada’s public broadcasting network CBC and the other by the History Channel, reveal the inner workings of HAARP in a most powerful way. The very well researched CBC documentary includes this key quote:

“It isn’t just conspiracy theorists who are concerned about HAARP. In January of 1999, the European Union called the project a global concern and passed a resolution calling for more information on its health and environmental risks. Despite those concerns, officials at HAARP insist the project is nothing more sinister than a radio science research facility.”

If an electromagnetic pulse went off over a city, basically all the electronic things in your home would wink and go out, and they would be permanently destroyed.”

For those who still doubt that such devastating secret weapons have been developed, here is an intriguing quote from an article in New Zealand’s leading newspaper, the New Zealand Herald:

“Top-secret wartime experiments were conducted off the coast of Auckland to perfect a tidal wave bomb, declassified files reveal. United States defence chiefs said that if the project had been completed before the end of the war, it could have played a role as effective as that of the atom bomb. Details of the tsunami bomb, known as Project Seal, are contained in 53-year-old documents released by the Ministry of Foreign Affairs and Trade.”

If the military secretly developed a weapon which could cause a tsunami over half a century ago, what kind of advanced deadly weapons might be available now? Having interpreted to for top generals in my work as a language interpreter with the US Department of State, I learned that military planners are always interested in developing the most devastating weapons possible. Yet these weapons are kept secret as long as possible, allegedly for reasons of national security. The many layers of intense secrecy both in the military and government result in very few people being aware of the gruesome capabilities for death and destruction that have been developed over the years. There are many examples of major defense projects kept successfully out of the public’s eyes for years and even decades.

The massive Manhattan Project (development of the first atomic bomb) is one such example. The building of an entire city to support the project in Oak Ridge, Tennessee was successfully kept secret even from the state’s governor. The stealth bomber was kept top secret for many years, and the public still has no way of knowing it’s full capabilities. It is through the use of the highly organized military and intelligence services that the power elite of our world, working in cooperation with key allies in government and corporate ownership of the media, are able to carry out major cover-ups and secret operations like those involved with HAARP.

Some researchers have raised questions about the possible involvement of HAARP in major disasters like the earthquake in Haiti, Indonesian tsunami, and hurricane Katrina. Could these have been HAARP experiments gone awry? Might they even have been caused by rogue elements which gained control of this devastating technology. Of course disasters like this happen regularly on a natural basis, yet if you begin to research, there is some high strangeness around some of these disasters. The evidence is inconclusive, yet with the known and unknown major destructive capabilities of this weapon, serious questions remain.

Dr. Livingston presents evidence from the Stanford research Institute, who were brought into Project Storm Fury (a weather control program) in the late sixties as a third party, which stated conclusively that knowledge of how to stop hurricanes had been uncovered and that they would be directly liable should a hurricane hit and cause extensive damage and loss of life. Four decades later and Livingston exposes how the devastation caused by Hurricane Katrina could have been greatly minimized but was allowed to fully impact Gulf states for political reasons.

Having personally flown on 265 missions into the eyes of hurricanes, Livingston remarks that he was “disgusted” by the failure to lessen the impact of Katrina. The High Frequency Active Auroral Research Program (HAARP) is an ionospheric research program jointly funded by the US Air Force, the US Navy, the University of Alaska and the Defense Advanced Research Projects Agency (DARPA).^[1] Its purpose is to analyze the ionosphere and investigate the potential for developing ionospheric enhancement technology for radio communications and surveillance purposes (such as missile detection).^[2] The HAARP program operates a major Arctic facility, known as the HAARP Research Station, on an Air Force owned site near Gakona, Alaska.

The most prominent instrument at the HAARP Station is the Ionospheric Research Instrument (IRI), a high power radio frequency transmitter facility operating in the high frequency (HF) band. The IRI is used to temporarily excite a limited area of the ionosphere. Other instruments, such as a VHF and a UHF radar, a fluxgate magnetometer, a digisonde and an induction magnetometer, are used to study the physical processes that occur in the excited region.

Work on the HAARP Station began in 1993. The current working IRI was completed in 2007, and its prime contractor was BAE Advanced Technologies.^[1]

As of 2008, HAARP had incurred around $250 million in tax-funded construction and operating costs. HAARP has also been blamed by conspiracy theorists for a range of events, including numerous natural disasters.

The HAARP project aims to direct a 3.6 MW signal, in the 2.8–10 MHz region of the HF [High Frequency] band, into the ionosphere. The signal may be pulsed or continuous. Then, effects of the transmission and any recovery period can be examined using associated instrumentation, including VHF and UHF radars, HF receivers, and optical cameras. According to the HAARP team, this will advance the study of basic natural processes that occur in the ionosphere under the natural but much stronger influence of solar interaction, as well as how the natural ionosphere affects radio signals.

This will enable scientists to develop techniques to mitigate these effects in order to improve the reliability and/or performance of communication and navigation systems, which would have a wide range of applications in both the civilian and military sectors, such as an increased accuracy of GPS navigation, and advancements in underwater and underground research and applications. This may lead to improved methods for submarine communication and the ability to remotely sense the mineral content of the terrestrial subsurface, among other things. One application would be to map out the underground complexes of countries. The current facility lacks the range to reach these countries, but the research could be used to develop a mobile platform.^[3]

The HAARP program began in 1990. The project is funded by the Office of Naval Research and jointly managed by the ONR and Air Force Research Laboratory, with the principal involvement of the University of Alaska. Many other universities and educational institutions have been involved in the development of the project and its instruments, namely the University of Alaska (Fairbanks), Stanford University, Penn State University (ARL), Boston College, UCLA, Clemson University, Dartmouth College, Cornell University, Johns Hopkins University, University of Maryland, College Park, University of Massachusetts, MIT, Polytechnic Institute of New York University, and the University of Tulsa. The project’s specifications were developed by the universities, which are continuing to play a major role in the design of future research efforts.

According to HAARP’s management, the project strives for openness and all activities are logged and publicly available. Scientists without security clearances, even foreign nationals, are routinely allowed on site. The HAARP facility regularly (once a year on most years according to the HAARP home page) hosts open houses, during which time any civilian may tour the entire facility. In addition, scientific results obtained with HAARP are routinely published in major research journals (such as Geophysical Research Letters, or Journal of Geophysical Research), written both by university scientists (American and foreign) or by US Department of Defense research lab scientists. Each summer, the HAARP holds a summer-school for visiting students, including foreign nationals, giving them an opportunity to do research with one of the world’s foremost research instruments.

HAARP’s main goal is basic science research of the uppermost portion of the atmosphere, known as the ionosphere. Essentially a transition between the atmosphere and the magnetosphere, the ionosphere is where the atmosphere is thin enough that the sun’s x-rays and UV rays can reach it, but thick enough that there are still enough molecules present to absorb those rays. Consequently, the ionosphere consists of a rapid increase in density of free electrons, beginning at ~70 km, reaching a peak at ~300 km, and then falling off again as the atmosphere disappears entirely by ~1000 km. Various aspects of HAARP can study all of the main layers of the ionosphere.

The profile of the ionosphere, however, is highly variable, showing minute-to-minute changes, daily changes, seasonal changes, and year-to-year changes. This becomes particularly complicated near the Earth’s poles, where a host of physical processes (like auroral lights) are unlocked by the fact that the alignment of the Earth’s magnetic field is nearly vertical.

On the other hand, the ionosphere is traditionally very difficult to measure. Balloons cannot reach it because the air is too thin, but satellites cannot orbit there because the air is still too thick. Hence, most experiments on the ionosphere give only small pieces of information. HAARP approaches the study of the ionosphere by following in the footsteps of an ionospheric heater called EISCAT near Tromsø, Norway. There, scientists pioneered exploration of the ionosphere by perturbing it with radio waves in the 2–10 MHz range, and studying how the ionosphere reacts. HAARP performs the same functions but with more power, and a more flexible and agile HF beam.

Some of the main scientific findings from HAARP include:

Generation of very low frequency radio waves by modulated heating of the auroral electrojet, useful because generating VLF waves ordinarily requires gigantic antennas
Production of weak luminous glow (below what can be seen with the naked eye, but measurable) from absorption of HAARP’s signal
Production of extremely low frequency waves in the 0.1 Hz range. These are next to impossible to produce any other way, because the length of a transmit antenna is dictated by the wavelength of the signal it is designed to produce.
Generation of whistler-mode VLF signals which enter the magnetosphere, and propagate to the other hemisphere, interacting with Van Allen radiation belt particles along the way

Polar mesospheric summer echoes: PMSE have been studied using the IRI as a powerful radar, as well as with the 28 MHz radar, and the two VHF radars at 49 MHz and 139 MHz. The presence of multiple radars spanning both HF and VHF bands allows scientists to make comparative measurements that may someday lead to an understanding of the processes that form these elusive phenomena.

[edit] Instrumentation and operation

The main instrument at HAARP Station is the Ionospheric Research Instrument (IRI). This is a high power, high-frequency phased array radio transmitter with a set of 180 antennas, disposed in an array of 12×15 units that occupy a rectangle of about 33 acres (13 hectares). The IRI is used to temporarily energize a small portion of the ionosphere. The study of these disturbed volumes yields important information for understanding natural ionospheric processes.

During active ionospheric research, the signal generated by the transmitter system is delivered to the antenna array and transmitted in an upward direction. At an altitude between 70 km (43 mi) to 350 km (217 mi) (depending on operating frequency), the signal is partially absorbed in a small volume several tens of kilometers in diameter and a few meters thick over the IRI. The intensity of the HF signal in the ionosphere is less than 3 µW/cm², tens of thousands of times less than the Sun’s natural electromagnetic radiation reaching the earth and hundreds of times less than even the normal random variations in intensity of the Sun’s natural ultraviolet (UV) energy which creates the ionosphere. The small effects that are produced, however, can be observed with the sensitive scientific instruments installed at the HAARP Station, and these observations can provide information about the dynamics of plasmas and insight into the processes of solar-terrestrial interactions.^[7]

Each antenna element consists of a crossed dipole that can be polarized for linear, ordinary mode (O-mode), or extraordinary mode (X-mode) transmission and reception.^[8]^[9] Each part of the two section crossed dipoles are individually fed from a custom built transmitter, that has been specially designed with very low distortion. The Effective Radiated Power (ERP) of the IRI is limited by more than a factor of 10 at its lower operating frequencies. Much of this is due to higher antenna losses and a less efficient antenna pattern.

The IRI can transmit between 2.7 and 10 MHz, a frequency range that lies above the AM radio broadcast band and well below Citizens’ Band frequency allocations. The HAARP Station is licensed to transmit only in certain segments of this frequency range, however. When the IRI is transmitting, the bandwidth of the transmitted signal is 100 kHz or less. The IRI can transmit in continuous waves (CW) or in pulses as short as 10 microseconds (µs). CW transmission is generally used for ionospheric modification, while transmission in short pulses frequently repeated is used as a radar system. Researchers can run experiments that use both modes of transmission, first modifying the ionosphere for a predetermined amount of time, then measuring the decay of modification effects with pulsed transmissions.

There are other geophysical instruments for research at the Station. Some of them are:

A fluxgate magnetometer built by the University of Alaska Fairbanks Geophysical Institute, available to chart variations in the Earth’s magnetic field. Rapid and sharp changes of it may indicate a geomagnetic storm.
A digisonde that provides ionospheric profiles, allowing scientists to choose appropriate frequencies for IRI operation. The HAARP makes current and historic digisonde information available online.
An induction magnetometer, provided by the University of Tokyo, that measures the changing geomagnetic field in the Ultra Low Frequency (ULF) range of 0–5 Hz.

The project site (62°23′30″N 145°09′03″W / 62.39167°N 145.15083°W / 62.39167; -145.15083) is north of Gakona, Alaska just west of Wrangell-Saint Elias National Park. An environmental impact statement led to permission for an array of up to 180 antennas to be erected.^[10] The HAARP has been constructed at the previous site of an over-the-horizon radar (OTH) installation. A large structure, built to house the OTH now houses the HAARP control room, kitchen, and offices. Several other small structures house various instruments.

The HAARP site has been constructed in three distinct phases: ^[11]

The Developmental Prototype (DP) had 18 antenna elements, organized in three columns by six rows. It was fed with a total of 360 kilowatts (kW) combined transmitter output power. The DP transmitted just enough power for the most basic of ionospheric testing.
The Filled Developmental Prototype (FDP) had 48 antenna units arrayed in six columns by eight rows, with 960 kW of transmitter power. It was fairly comparable to other ionospheric heating facilities. This was used for a number of successful scientific experiments and ionospheric exploration campaigns over the years.
The Final IRI (FIRI) is the final build of the IRI. It has 180 antenna units, organized in 15 columns by 12 rows, yielding a theoretical maximum gain of 31 dB. A total of 3.6 MW of transmitter power will feed it, but the power is focused in the upward direction by the geometry of the large phased array of antennas which allow the antennas to work together in controlling the direction. As of March 2007^[update], all the antennas were in place, the final phase was completed and the antenna array was undergoing testing aimed at fine-tuning its performance to comply with safety requirements required by regulatory agencies. The facility officially began full operations in its final 3.6 MW transmitter power completed status in the summer of 2007, yielding an effective radiated power (ERP) of 5.1 Gigawatts or 97.1 dBW at maximum output. However, the site typically operates at a fraction of that value due to the lower antenna gain exhibited at standard operational frequencies.^[12]

In America, there are two related ionospheric heating facilities: the HIPAS, near Fairbanks, Alaska, and (currently offline for reconstruction) one at the Arecibo Observatory Link text in Puerto Rico. The European Incoherent Scatter Scientific Association (EISCAT) operates an ionospheric heating facility, capable of transmitting over 1 GW effective radiated power (ERP), near Tromsø, Norway.^[13] Russia has the Sura Ionospheric Heating Facility, in Vasilsursk near Nizhniy Novgorod, capable of transmitting 190 MW ERP.

HAARP is the subject of numerous conspiracy theories, with individuals ascribing various hidden motives and capabilities to the project. Journalist Sharon Weinberger called HAARP “the Moby Dick of conspiracy theories” and said the popularity of conspiracy theories often overshadows the benefits HAARP may provide to the scientific community.^[14]^[15] Skeptic computer scientist David Naiditch called HAARP “a magnet for conspiracy theorists”, saying the project has been blamed for triggering catastrophes such as floods, droughts, hurricanes, thunderstorms, and devastating earthquakes in Pakistan and the Philippines aimed to “shake up” terrorists. Naiditch says HAARP has been blamed for diverse events including major power outages, the downing of TWA Flight 800, Gulf War syndrome, and chronic fatigue syndrome. Conspiracy theorists have also suggested links between HAARP and the work of Nikola Tesla (particularly potential combinations of HAARP energy with Tesla’s work on pneumatic small-scale earthquake generation) and physicist Bernard Eastlund. According to Naiditch, HAARP is an attractive target for conspiracy theorists because “its purpose seems deeply mysterious to the scientifically uninformed”.^[16] Conspiracy theorists have linked HAARP to numerous earthquakes. An opinion piece on a Venezuelan state-run television channel’s website named HAARP as a cause of the 2010 Haiti earthquake.^[17]^[18]^[19]

The November 2005 Montreal Conference on Climate Change will focus exclusively on global warming. The debate on climate change will center on formal measures to reduce greenhouse gas emissions under the 1997 Kyoto Protocol.

The underlying consensus is that greenhouse gas emissions constitute the sole cause of climate instability.

Neither the government delegations nor the environmental action groups participating in the November 2005 Montreal venue, have raised the issue of “weather warfare” or “environmental modification techniques (ENMOD).” for military use.

Despite a vast body of scientific knowledge, the issue of deliberate climatic manipulations for military use is no longer part of the UN agenda on climate change.

In 1977, an international Convention was ratified by the UN General Assembly which banned “military or other hostile use of environmental modification techniques having widespread, long-lasting or severe effects.” (AP, 18 May 1977). Both the US and the Soviet Union were signatories to the Convention.

The Convention defined “‘environmental modification techniques’ as referring to any technique for changing–through the deliberate manipulation of natural processes–the dynamics, composition or structure of the earth, including its biota, lithosphere, hydrosphere and atmosphere or of outer space.” (Environmental Modification Ban Faithfully Observed, States Parties Declare, UN Chronicle, July, 1984, Vol. 21, p. 27)

The substance of the 1977 Convention was reasserted in the Framework Convention on Climate Change (UNFCCC) signed at the 1992 Earth Summit in Rio de Janeiro:

“States have… in accordance with the Charter of the United Nations and the principles of international law, the (…) responsibility to ensure that activities within their jurisdiction or control do not cause damage to the environment of other States or of areas beyond the limits of national jurisdiction.”

In February 1998, the European Parliament’s Committee on Foreign Affairs, Security and Defense Policy held public hearings in Brussels on the U.S based weather warfare facility developed under the HAARP program. The Committee’s “Motion for Resolution” submitted to the European Parliament:

“Considers HAARP… by virtue of its far-reaching impact on the environment to be a global concern and calls for its legal, ecological and ethical implications to be examined by an international independent body…; [the Committee] regrets the repeated refusal of the United States Administration… to give evidence to the public hearing …into the environmental and public risks [of] the HAARP program.” (European Parliament, Committee on Foreign Affairs, Security and Defense Policy, Brussels, doc. no. A4-0005/99, 14 January 1999).

The Committee’s request to draw up a “Green Paper” on “the environmental impacts of military activities”, however, was casually dismissed on the grounds that the European Commission lacked the required jurisdiction to delve into “the links between environment and defense”. Brussels was anxious to avoid a showdown with Washington. (see European Report, 3 February 1999).

The possibility of climatic or environmental manipulations as part of a military and intelligence agenda, while tacitly acknowledged, has never considered relevant. Military analysts are mute on the subject. Meteorologists are not investigating the matter, and environmentalists are strung on global warming and the Kyoto protocol.

Ironically, the Pentagon, while recognizing its ability to modify the World’s climate for military use, has joined the global warming consensus. In a major study (pdf) , the Pentagon has analyzed in detail the implications of various global warming scenarios.

In the light of the November 2005 Montreal Conference and with a view to broadening the debate, Global Research has compiled a number of important articles and documents on the issue of “weather warfare”. Included in annex is the text of the 1977 ENMOD Convention.

It should be emphasised that the 1977 ENMOD Convention is still in effect and that signatories States have committed themselves to abiding by the clauses of the Convention.

TEXT OF THE 1977 ENMOD CONVENTION

Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques

Opened for signature at Geneva: 18 May 1977, Entered into force: 5 October 1978
Depositary: Secretary-General of the United Nations

The States Parties to this Convention,

Guided by the interest of consolidating peace, and wishing to contribute to the cause of halting the arms race, and of bringing about general and complete disarmament under strict and effective international control, and of saving mankind from the danger of using new means of warfare,

Determined to continue negotiations with a view to achieving effective progress towards further measures in the field of disarmament,

Recognizing that scientific and technical advances may open new possibilities with respect to modification of the environment,

Recalling the Declaration of the United Nations Conference on the Human Environment adopted at Stockholm on 16 June 1972,

Realizing that the use of environmental modification techniques for peaceful purposes could improve the interrelationship of man and nature and contribute to the preservation and improvement of the environment for the benefit of present and future generations,

Recognizing, however, that military or any other hostile use of such techniques could have effects extremely harmful to human welfare,

Desiring to prohibit effectively military or any other hostile use of environmental modification techniques in order to eliminate the dangers to mankind from such use, and affirming their willingness to work towards the achievement of this objective,

Desiring also to contribute to the strengthening of trust among nations and to the further improvement of the international situation in accordance with the purposes and principles of the Charter of the United Nations,

Have agreed as follows:

Article I

1. Each State Party to this Convention undertakes not to engage in military or any other hostile use of environmental modification techniques having widespread, long-lasting or severe effects as the means of destruction, damage or injury to any other State Party.

2. Each State Party to this Convention undertakes not to assist, encourage or induce any State, group of States or international organiza-tion to engage in activities contrary to the provisions of paragraph 1 of this article.

Article II

As used in Article I, the term “environmental modification techniques” refers to any technique for changing — through the deliberate manipulation of natural processes — the dynamics, composition or structure of the Earth, including its biota, lithosphere, hydrosphere and atmosphere, or of outer space.

Article III

1. The provisions of this Convention shall not hinder the use of environmental modification techniques for peaceful purposes and shall be without prejudice to the generally recognized principles and applicable rules of international law concerning such use.

2. The States Parties to this Convention undertake to facilitate, and have the right to participate in, the fullest possible exchange of scientific and technological information on the use of environmental modification techniques for peaceful purposes. States Parties in a position to do so shall contribute, alone or together with other States or international organizations, to international economic and scientific co-operation in the preservation, improvement, and peaceful utilization of the environment, with due consideration for the needs of the developing areas of the world.

Article IV

Each State Party to this Convention undertakes to take any measures it considers necessary in accordance with its constitutional processes to prohibit and prevent any activity in violation of the provisions of the Convention anywhere under its jurisdiction or control.

Article V

1. The States Parties to this Convention undertake to consult one another and to cooperate in solving any problems which may arise in relation to the objectives of, or in the application of the provisions of, the Convention. Consultation and cooperation pursuant to this article may also be undertaken through appropriate international procedures within the framework of the United Nations and in accordance with its Charter. These international procedures may include the services of appropriate international organizations, as well as of a Consultative Committee of Experts as provided for in paragraph 2 of this article.

2. For the purposes set forth in paragraph 1 of this article, the Depositary shall, within one month of the receipt of a request from any State Party to this Convention, convene a Consultative Committee of Experts. Any State Party may appoint an expert to the Committee whose functions and rules of procedure are set out in the annex, which constitutes an integral part of this Convention. The Committee shall transmit to the Depositary a summary of its findings of fact, incorporating all views and information presented to the Committee during its proceedings. The Depositary shall distribute the summary to all States Parties.

3. Any State Party to this Convention which has reason to believe that any other State Party is acting in breach of obligations deriving from the provisions of the Convention may lodge a complaint with the Security Council of the United Nations. Such a complaint should include all relevant information as well as all possible evidence supporting its validity.

4. Each State Party to this Convention undertakes to cooperate in carrying out any investigation which the Security Council may initiate, in accordance with the provisions of the Charter of the United Nations, on the basis of the complaint received by the Council. The Security Council shall inform the States Parties of the results of the investigation.

5. Each State Party to this Convention undertakes to provide or support assistance, in accordance with the provisions of the Charter of the United Nations, to any State Party which so requests, if the Security Council decides that such Party has been harmed or is likely to be harmed as a result of violation of the Convention.

Article VI

1. Any State Party to this Convention may propose amendments to the Convention. The text of any proposed amendment shall be submitted to the Depositary who shall promptly circulate it to all States Parties.

2. An amendment shall enter into force for all States Parties to this Convention which have accepted it, upon the deposit with the Depositary of instruments of acceptance by a majority of States Parties. Thereafter it shall enter into force for any remaining State Party on the date of deposit of its instrument of acceptance.

Article VII

This Convention shall be of unlimited duration.

Article VIII

1. Five years after the entry into force of this Convention, a conference of the States Parties to the Convention shall be convened by the Depositary at Geneva, Switzerland. The conference shall review the operation of the Convention with a view to ensuring that its purposes and provisions are being realized, and shall in particular examine the effectiveness of the provisions of paragraph 1 of Article I in eliminating the dangers of military or any other hostile use of environmental modification techniques.

2. At intervals of not less than five years thereafter, a majority of the States Parties to the Convention may obtain, by submitting a proposal to this effect to the Depositary, the convening of a conference with the same objectives.

3. If no conference has been convened pursuant to paragraph 2 of this article within ten years following the conclusion of a previous conference, the Depositary shall solicit the views of all States Parties to the Convention, concerning the convening of such a conference. If one third or ten of the States Parties, whichever number is less, respond affirmatively, the Depositary shall take immediate steps to convene the conference.

Article IX

1. This Convention shall be open to all States for signature. Any State which does not sign the Convention before its entry into force in accordance with paragraph 3 of this article may accede to it at any time.

2. This Convention shall be subject to ratification by signatory States. Instruments of ratification or accession shall be deposited with the Secretary-General of the United Nations.

3. This Convention shall enter into force upon the deposit of instruments of ratification by twenty Governments in accordance with paragraph 2 of this article.

4. For those States whose instruments of ratification or accession are deposited after the entry into force of this Convention, it shall enter into force on the date of the deposit of their instruments of ratification or accession.

5. The Depositary shall promptly inform all signatory and acceding States of the date of each signature, the date of deposit of each instrument of ratification or accession and the date of the entry into force of this Convention and of any amendments thereto, as well as of the receipt of other notices.

6. This Convention shall be registered by the Depositary in accordance with Article 102 of the Charter of the United Nations.

Article X

This Convention, of which the English, Arabic, Chinese, French, Russian, and Spanish texts are equally authentic, shall be deposited with the Secretary-General of the United Nations, who shall send certified copies thereof to the Governments of the signatory and acceding States.

IN WITNESS WHEREOF, the undersigned, being duly authorized thereto by their respective governments, have signed this Convention, opened for signature at Geneva on the eighteenth day of May, one thousand nine hundred and seventy-seven.

ANNEX TO THE CONVENTION

Consultative Committee of Experts

1. The Consultative Committee of Experts shall undertake to make appropriate findings of fact and provide expert views relevant to any problem raised pursuant to paragraph 1 of Article V of this Convention by the State Party requesting the convening of the Committee.

2. The work of the Consultative Committee of Experts shall be organized in such a way as to permit it to perform the functions set forth in paragraph 1 of this annex. The Committee shall decide procedural questions relative to the organization of its work, where possible by consensus, but otherwise by a majority of those present and voting. There shall be no voting on matters of substance.

3. The Depositary or his representative shall serve as the Chairman of the Committee.

4. Each expert may be assisted at meetings by one or more advisers.

5. Each expert shall have the right, through the Chairman, to request from States, and from international organizations, such information and assistance as the expert considers desirable for the accomplishment of the Committees work.

The Military’s Pandora’s Box

This article was prepared to provide a summary of the contents of a book written in 1995 which describes an entirely new class of weapons. The weapons and their effects are described in the following pages. The United States Navy and Air Force have joined with the University of Alaska, Fairbanks, to build a prototype for a ground based “Star Wars” weapon system located in the remote bush country of Alaska.

The individuals who are demanding answers about HAARP are scattered around the planet. As well as bush dwellers in Alaska, they include: a physician in Finland; a scientist in Holland; an anti-nuclear protester in Australia; independent physicists in the United States; a grandmother in Canada, and countless others.

Unlike the protests of the 1960s the objections to HAARP have been registered using the tools of the 1990s. From the Internet, fax machines, syndicated talk radio and a number of alternative print mediums the word is getting out and people are waking up to this new intrusion by an over zealous United States government.

The research team put together to gather the materials which eventually found their way into the book never held a formal meeting, never formed a formal organization. Each person acted like a node on a planetary info-spirit-net with one goal held by all — to keep this controversial new science in the public eye. The result of the team’s effort was a book which describes the science and the political ramifications of this technology.

That book, Angels Don’t Play this HAARP: Advances in Tesla Technology, has 230 pages. This article will only give the highlights. Despite the amount of research (350 footnoted sources), at its heart it is a story about ordinary people who took on an extraordinary challenge in bringing their research forward.

HAARP Boils the Upper Atmosphere

HAARP will zap the upper atmosphere with a focused and steerable electromagnetic beam. It is an advanced model of an “ionospheric heater.” (The ionosphere is the electrically-charged sphere surrounding Earth’s upper atmosphere. It ranges between 40 to 60 miles above the surface of the Earth.)

Put simply, the apparatus for HAARP is a reversal of a radio telescope; antenna send out signals instead of receiving. HAARP is the test run for a super-powerful radiowave-beaming technology that lifts areas of the ionosphere by focusing a beam and heating those areas. Electromagnetic waves then bounce back onto earth and penetrate everything — living and dead.

HAARP publicity gives the impression that the High-frequency Active Auroral Research Program is mainly an academic project with the goal of changing the ionosphere to improve communications for our own good. However, other U.S. military documents put it more clearly — HAARP aims to learn how to “exploit the ionosphere for Department of Defense purposes.” Communicating with submarines is only one of those purposes.

Press releases and other information from the military on HAARP continually downplay what it could do. Publicity documents insist that the HAARP project is no different than other ionospheric heaters operating safely throughout the world in places such as Arecibo, Puerto Rico, Tromso, Norway, and the former Soviet Union. However, a 1990 government document indicates that the radio-frequency (RF) power zap will drive the ionosphere to unnatural activities.

” … at the highest HF powers available in the West, the instabilities commonly studied are approaching their maximum RF energy dissipative capability, beyond which the plasma processes will ‘runaway’ until the next limiting factor is reached.”

If the military, in cooperation with the University of Alaska Fairbanks, can show that this new ground-based “Star Wars” technology is sound, they both win. The military has a relatively-inexpensive defense shield and the University can brag about the most dramatic geophysical manipulation since atmospheric explosions of nuclear bombs. After successful testing, they would have the military megaprojects of the future and huge markets for Alaska’s North Slope natural gas.

Looking at the other patents which built on the work of a Texas’ physicist named Bernard Eastlund, it becomes clearer how the military intends to use the HAARP transmitter. It also makes governmental denials less believable. The military knows how it intends to use this technology, and has made it clear in their documents. The military has deliberately misled the public, through sophisticated word games, deceit and outright disinformation.

The military says the HAARP system could:

Give the military a tool to replace the electromagnetic pulse effect of atmospheric thermonuclear devices (still considered a viable option by the military through at least 1986)
Replace the huge Extremely Low Frequency (ELF) submarine communication system operating in Michigan and Wisconsin with a new and more compact technology
Be used to replace the over-the-horizon radar system that was once planned for the current location of HAARP, with a more flexible and accurate system
Provide a way to wipe out communications over an extremely large area, while keeping the military’s own communications systems working
Provide a wide area earth-penetrating tomography which, if combined with the computing abilities of EMASS and Cray computers, would make it possible to verify many parts of nuclear nonproliferation and peace agreements
Be a tool for geophysical probing to find oil, gas and mineral deposits over a large area
Be used to detect incoming low-level planes and cruise missiles, making other technologies obsolete

The above abilities seem like a good idea to all who believe in sound national defense, and to those concerned about cost-cutting. However, the possible uses which the HAARP records do not explain, and which can only be found in Air Force, Army, Navy and other federal agency records, are alarming. Moreover, effects from the reckless use of these power levels in our natural shield — the ionosphere — could be cataclysmic according to some scientists.

Two Alaskans put it bluntly. A founder of the NO HAARP movement, Clare Zickuhr, says “The military is going to give the ionosphere a big kick and see what happens.”
The military failed to tell the public that they do not know what exactly will happen, but a Penn State science article brags about that uncertainty. Macho science? The HAARP project uses the largest energy levels yet played with by what Begich and Manning call “the big boys with their new toys.” HAARP is an experiment in the sky, and experiments are done to find out something not already known. Independent scientists told Begich and Manning that a HAARP-type “skybuster” with its unforeseen effects could be an act of global vandalism.

HAARP History

The patents described below were the package of ideas which were originally controlled by ARCO Power Technologies Incorporated (APTI), a subsidiary of Atlantic Richfield Company, one of the biggest oil companies in the world. APTI was the contractor that built the HAARP facility. ARCO sold this subsidiary, the patents and the second phase construction contract to E-Systems in June 1994.

E-Systems is one of the biggest intelligence contractors in the world — doing work for the CIA, defense intelligence organizations and others. $1.8 billion of their annual sales are to these organizations, with $800 million for black projects — projects so secret that even the United States Congress isn’t told how the money is being spent.
E-Systems was bought out by Raytheon, which is one of the largest defense contractors in the world. In 1994 Raytheon was listed as number forty-two on the Fortune 500 list of companies. Raytheon has thousands of patents, some of which will be valuable in the HAARP project. The twelve patents below are the backbone of the HAARP project, and are now buried among the thousands of others held in the name of Raytheon. Bernard J. Eastlund’s U.S. Patent # 4,686,605, “Method and Apparatus for Altering a Region in the Earth’s Atmosphere, Ionosphere; and/or Magnetosphere,” was sealed for a year under a government Secrecy Order.

The Eastlund ionospheric heater was different; the radio frequency (RF) radiation was concentrated and focused to a point in the ionosphere. This difference throws an unprecedented amount of energy into the ionosphere. The Eastlund device would allow a concentration of one watt per cubic centimeter, compared to others only able to deliver about one millionth of one watt.

This huge difference could lift and change the ionosphere in the ways necessary to create futuristic effects described in the patent. According to the patent, the work of Nikola Tesla in the early 1900’s formed the basis of the research.

What would this technology be worth to ARCO, the owner of the patents? They could make enormous profits by beaming electrical power from a powerhouse in the gas fields to the consumer without wires.

For a time, HAARP researchers could not prove that this was one of the intended uses for HAARP. In April, 1995, however, Begich found other patents, connected with a “key personnel” list for APTI. Some of these new APTI patents were indeed a wireless system for sending electrical power. Eastlund’s patent said the technology can confuse or completely disrupt airplanes’ and missiles’ sophisticated guidance systems. Further, this ability to spray large areas of Earth with electromagnetic waves of varying frequencies, and to control changes in those waves, makes it possible to knock out communications on land or sea as well as in the air.

The patent said:

“Thus, this invention provides the ability to put unprecedented amounts of power in the Earth’s atmosphere at strategic locations and to maintain the power injection level particularly if random pulsing is employed, in a manner far more precise and better controlled than heretofore accomplished by the prior art, particularly by detonation of nuclear devices of various yields at various altitudes… ”

“…it is possible not only to interfere with third party communications but to take advantage of one or more such beams to carry out a communications network even though the rest of the world’s communications are disrupted. Put another way, what is used to disrupt another’s communications can be employed by one knowledgeable of this invention as a communication network at the same time.”

“… large regions of the atmosphere could be lifted to an unexpectedly high altitude so that missiles encounter unexpected and unplanned drag forces with resultant destruction.”

“Weather modification is possible by, for example, altering upper atmosphere wind patterns by constructing one or more plumes of atmospheric particles which will act as a lens or focusing device.

… molecular modifications of the atmosphere can take place so that positive environmental effects can be achieved. Besides actually changing the molecular composition of an atmospheric region, a particular molecule or molecules can be chosen for increased presence. For example, ozone, nitrogen, etc., concentrations in the atmosphere could be artificially increased.”

Begich found eleven other APTI Patents. They told how to make “Nuclear-sized Explosions without Radiation,” Power-beaming systems, over-the-horizon radar, detection systems for missiles carrying nuclear warheads, electromagnetic pulses previously produced by thermonuclear weapons and other Star-Wars tricks. This cluster of patents underlay the HAARP weapon system.

Related research by Begich and Manning uncovered bizarre schemes. For example, Air Force documents revealed that a system had been developed for manipulating and disturbing human mental processes through pulsed radio-frequency radiation (the stuff of HAARP) over large geographical areas. The most telling material about this technology came from writings of Zbigniew Brzezinski (former National Security Advisory to U.S. President Carter) and J.F. MacDonald (science advisor to U.S. President Johnson and a professor of Geophysics at UCLA), as they wrote about use of power-beaming transmitters for geophysical and environmental warfare. The documents showed how these effects might be caused, and the negative effects on human heath and thinking.

The mental-disruption possibilities for HAARP are the most disturbing. More than 40 pages of the book, with dozens of footnotes, chronicle the work of Harvard professors, military planners and scientists as they plan and test this use of the electromagnetic technology. For example, one of the papers describing this use was from the International Red Cross in Geneva. It even gave the frequency ranges where these effects could occur — the same ranges which HAARP is capable of broadcasting.

The following statement was made more than twenty-five years ago in a book by Brzezinski which he wrote while a professor at Columbia University:

“Political strategists are tempted to exploit research on the brain and human behavior. Geophysicist Gordon J.F. MacDonald, a specialist in problems of warfare, says accurately-timed, artificially-excited electronic strokes could lead to a pattern of oscillations that produce relatively high power levels over certain regions of the earth … in this way one could develop a system that would seriously impair the brain performance of very large populations in selected regions over an extended period”

” … no matter how deeply disturbing the thought of using the environment to manipulate behavior for national advantages, to some, the technology permitting such use will very probably develop within the next few decades.”

In 1966, MacDonald was a member of the President’s Science Advisory Committee and later a member of the President’s Council on Environmental Quality. He published papers on the use of environmental control technologies for military purposes. The most profound comment he made as a geophysicist was, “the key to geophysical warfare is the identification of environmental instabilities to which the addition of a small amount of energy would release vastly greater amounts of energy.” While yesterday’s geophysicists predicted today’s advances, are HAARP program managers delivering on the vision?

The geophysicists recognized that adding energy to the environmental soup could have large effects. However, humankind has already added substantial amounts of electromagnetic energy into our environment without understanding what might constitute critical mass. The book by Begich and Manning raises questions:

Have these additions been without effect, or is there a cumulative amount beyond which irreparable damage can be done?
Is HAARP another step in a journey from which we cannot turn back?
Are we about to embark on another energy experiment which unleashes another set of demons from Pandora’s box?

As early as 1970, Zbigniew Brzezinski predicted a “more controlled and directed society” would gradually appear, linked to technology. This society would be dominated by an elite group which impresses voters by allegedly superior scientific know-how. Angels Don’t Play This HAARP further quotes Brzezinski:

“Unhindered by the restraints of traditional liberal values, this elite would not hesitate to achieve its political ends by using the latest modern techniques for influencing public behavior and keeping society under close surveillance and control. Technical and scientific momentum would then feed on the situation it exploits,” Brzezinski predicted.

His forecasts proved accurate. Today, a number of new tools for the “elite” are emerging, and the temptation to use them increases steadily. The policies to permit the tools to be used are already in place. How could the United States be changed, bit by bit, into the predicted highly-controlled technosociety? Among the “steppingstones” Brzezinski expected were persisting social crises and use of the mass media to gain the public’s confidence.

In another document prepared by the government, the U.S. Air Force claims: “The potential applications of artificial electromagnetic fields are wide-ranging and can be used in many military or quasi-military situations… Some of these potential uses include dealing with terrorist groups, crowd control, controlling breaches of security at military installations, and antipersonnel techniques in tactical warfare. In all of these cases the EM (electromagnetic) systems would be used to produce mild to severe physiological disruption or perceptual distortion or disorientation. In addition, the ability of individuals to function could be degraded to such a point that they would be combat ineffective. Another advantage of electromagnetic systems is that they can provide coverage over large areas with a single system. They are silent and countermeasures to them may be difficult to develop… One last area where electromagnetic radiation may prove of some value is in enhancing abilities of individuals for anomalous phenomena.”

Do these comments point to uses already somewhat developed? The author of the government report refers to an earlier Air Force document about the uses of radio frequency radiation in combat situations. (Here Begich and Manning note that HAARP is the most versatile and the largest radio-frequency-radiation transmitter in the world.)

The United States Congressional record deals with the use of HAARP for penetrating the earth with signals bounced off of the ionosphere. These signals are used to look inside the planet to a depth of many kilometers in order to locate underground munitions, minerals and tunnels. The U.S. Senate set aside $15 million dollars in 1996 to develop this ability alone — earth-penetrating-tomography. The problem is that the frequency needed for earth-penetrating radiation is within the frequency range most cited for disruption of human mental functions. It may also have profound effects on migration patterns of fish and wild animals which rely on an undisturbed energy field to find their routes.

As if electromagnetic pulses in the sky and mental disruption were not enough, T. Eastlund bragged that the super-powerful ionospheric heater could control weather.

Begich and Manning brought to light government documents indicating that the military has weather-control technology. When HAARP is eventually built to its full power level, it could create weather effects over entire hemispheres. If one government experiments with the world’s weather patterns, what is done in one place will impact everyone else on the planet. Angels Don’t Play This HAARP explains a principle behind some of Nikola Tesla’s inventions — resonance — which affect planetary systems.

Bubble of Electric Particles

Angels Don’t Play This HAARP includes interviews with independent scientists such as Elizabeth Rauscher. She has a Ph.D., a long and impressive career in high-energy physics, and has been published in prestigious science journals and books. Rauscher commented on HAARP. “You’re pumping tremendous energy into an extremely delicate molecular configuration that comprises these multi-layers we call the ionosphere.”
&QUOTThe ionosphere is prone to catalytic reactions,” she explained, “if a small part is changed, a major change in the ionosphere can happen.”

In describing the ionosphere as a delicately balanced system, Dr. Rauscher shared her mental picture of it — a soap-bubble-like sphere surrounding Earth’s atmosphere, with movements swirling over the surface of the bubble. If a big enough hole is punched through it, she predicts, it could pop.

Slicing the Ionosphere

Physicist Daniel Winter, Ph.D., of Waynesville, North Carolina, says, “HAARP high-frequency emissions can couple with longwave (extremely-low-frequency, or ELF) pulses the Earth grid uses to distribute information as vibrations to synchronize dances of life in the biosphere.” Dan terms this geomagnetic action ‘Earth’s information bloodstream,’ and says it is likely that coupling of HAARP HF (high-frequency) with natural ELF can cause unplanned, unsuspected side effects.

David Yarrow of Albany, New York, is a researcher with a background in electronics. He described possible interactions of HAARP radiation with the ionosphere and Earth’s magnetic grid: “HAARP will not burn holes in the ionosphere. That is a dangerous understatement of what HAARP’s giant gigawatt beam will do. Earth is spinning relative to thin electric shells of the multilayer membrane of ion-o-speres that absorb and shield Earth’s surface from intense solar radiation, including charged particle storms in solar winds erupting from the sun. Earth’s axial spin means that HAARP — in a burst lasting more than a few minutes — will slice through the ionosphere like a microwave knife. This produces not a hole but a long tear — an incision.”

Crudely Plucking the Strings

Second concept: As Earth rotates, HAARP will slice across the geomagnetic flux, a donut-shaped spool of magnetic strings — like longitude meridians on maps.
HAARP may not ‘cut’ these strings in Gaia’s magnetic mantle, but will pulse each thread with harsh, out-of-harmony high frequencies. These noisy impulses will vibrate geomagnetic flux lines, sending vibrations all through the geomagnetic web. ”

“The image comes to mind of a spider on its web. An insect lands, and the web’s vibrations alert the spider to possible prey. HAARP will be a man-made microwave finger poking at the web, sending out confusing signals, if not tearing holes in the threads. ”
“Effects of this interference with symphonies of Gaia’s geomagnetic harp are unknown, and I suspect barely thought of. Even if thought of, the intent (of HAARP) is to learn to exploit any effects, not to play in tune to global symphonies. ”

Among other researchers quoted is Paul Schaefer of Kansas City. His degree is in electrical engineering and he spent four years building nuclear weapons. “But most of the theories that we have been taught by scientists to believe in seem to be falling apart,” he says. He talks about imbalances already caused by the industrial and atomic age, especially by radiation of large numbers of tiny, high-velocity particles “like very small spinning tops” into our environment. The unnatural level of motion of highly-energetic particles in the atmosphere and in radiation belts surrounding Earth is the villain in the weather disruptions, according to this model, which describes an Earth discharging its buildup of heat, relieving stress and regaining a balanced condition through earthquakes and volcanic action.

Feverish Earth

“One might compare the abnormal energetic state of the Earth and its atmosphere to a car battery which has become overcharged with the normal flow of energy jammed up, resulting in hot spots, electrical arcing, physical cracks and general turbulence as the pent-up energy tries to find some place to go.”

In a second analogy, Schaefer says “Unless we desire the death of our planet, we must end the production of unstable particles which are generating the earth’s fever. A first priority to prevent this disaster would be to shut down all nuclear power plants and end the testing of atomic weapons, electronic warfare and ‘Star Wars’.” Meanwhile, the military builds its biggest ionospheric heater yet, to deliberately create more instabilities in a huge plasma layer — the ionosphere — and to rev up the energy level of charged particles.

Electronic Rain From The Sky

They have published papers about electron precipitation from the magnetosphere (the outer belts of charged particles which stream toward Earth’s magnetic poles) caused by man-made very low frequency electromagnetic waves. “These precipitated particles can produce secondary ionization, emit X-rays, and cause significant perturbation in the lower ionosphere.”

Two Stanford University radio scientists offer evidence of what technology can do to affect the sky by making waves on earth; they showed that very low frequency radio waves can vibrate the magnetosphere and cause high-energy particles to cascade into Earth’s atmosphere. By turning the signal on or off, they could stop the flow of energetic particles.

Weather Control

Avalanches of energy dislodged by such radio waves could hit us hard. Their work suggests that technicians could control global weather by sending relatively small ‘signals’ into the Van Allen belts (radiation belts around Earth). Thus Tesla’s resonance effects can control enormous energies by tiny triggering signals.
The Begich/ Manning book asks whether that knowledge will be used by war-oriented or biosphere-oriented scientists.

The military has had about twenty years to work on weather warfare methods, which it euphemistically calls weather modification. For example, rainmaking technology was taken for a few test rides in Vietnam. The U.S. Department of Defense sampled lightning and hurricane manipulation studies in Project Skyfire and Project Stormfury. And they looked at some complicated technologies that would give big effects. Angels Don’t Play This HAARP cites an expert who says the military studied both lasers and chemicals which they figured could damage the ozone layer over an enemy. Looking at ways to cause earthquakes, as well as to detect them, was part of the project named Prime Argus, decades ago. The money for that came from the Defense Advanced Research Projects Agency (DARPA, now under the acronym ARPA.) In 1994 the Air Force revealed its Spacecast 2020 master plan which includes weather control. Scientists have experimented with weather control since the 1940’s, but Spacecast 2020 noted that “using environmental modification techniques to destroy, damage or injure another state are prohibited.” Having said that, the Air Force claimed that advances in technology “compels a reexamination of this sensitive and potentially risky topic.”

40 Years of Zapping the Sky?

As far back as 1958, the chief White House advisor on weather modification, Captain Howard T. Orville, said the U.S. defense department was studying “ways to manipulate the charges of the earth and sky and so affect the weather” by using an electronic beam to ionize or de-ionize the atmosphere over a given area.

In 1966, Professor Gordon J. F. MacDonald was associate director of the Institute of Geophysics and Planetary Physics at the University of California, Los Angeles, was a member of the President’s Science Advisory Committee, and later a member of the President’s Council on Environmental Quality.

He published papers on the use of environmental-control technologies for military purposes. MacDonald made a revealing comment: “The key to geophysical warfare is the identification of environmental instabilities to which the addition of a small amount of energy would release vastly greater amounts of energy. ” World-recognized scientist MacDonald had a number of ideas for using the environment as a weapon system and he contributed to what was, at the time, the dream of a futurist. When he wrote his chapter, “How To Wreck The Environment,” for the book Unless Peace Comes, he was not kidding around. In it he describes the use of weather manipulation, climate modification, polar ice cap melting or destabilization, ozone depletion techniques, earthquake engineering, ocean wave control and brain wave manipulation using the planet’s energy fields.

He also said that these types of weapons would be developed and, when used, would be virtually undetectable by their victims. Is HAARP that weapon? The military’s intention to do environmental engineering is well documented, U.S. Congress’ subcommittee hearings on Oceans and International Environment looked into military weather and climate modification conducted in the early 1970’s. “What emerged was an awesome picture of far-ranging research and experimentation by the Department of Defense into ways environmental tampering could be used as a weapon,” said another author cited in Angles Don’t Play This HAARP.

The revealed secrets surprised legislators. Would an inquiry into the state of the art of electromagnetic manipulation surprise lawmakers today? They may find out that technologies developed out of the HAARP experiments in Alaska could deliver on Gordon MacDonald’s vision because leading-edge scientists are describing global weather as not only air pressure and thermal systems, but also as an electrical system.

Small Input – Big Effect

HAARP zaps the ionosphere where it is relatively unstable. A point to remember is that the ionosphere is an active electrical shield protecting the planet from the constant bombardment of high-energy particles from space. This conducting plasma, along with Earth’s magnetic field, traps the electrical plasma of space and holds it back from going directly to the earth’s surface, says Charles Yost of Dynamic Systems, Leicester, North Carolina. “If the ionosphere is greatly disturbed, the atmosphere below is subsequently disturbed.”

Another scientist interviewed said there is a super-powerful electrical connection between the ionosphere and the part of the atmosphere where our weather comes onstage, the lower atmosphere.

One man-made electrical effect — power line harmonic resonance — causes fallout of charged particles from the Van Allen (radiation) belts, and the falling ions cause ice crystals (which precipitate rain clouds). What about HAARP? Energy blasted upward from an ionospheric heater is not much compared to the total in the ionosphere, but HAARP documents admit that thousandfold-greater amounts of energy can be released in the ionosphere than injected. As with MacDonald’s “key to geophysical warfare,” “nonlinear” effects (described in the literature about the ionospheric heater) mean small input and large output. Astrophysicist Adam Trombly told Manning that an acupuncture model is one way to look at the possible effect of multi-gigawatt pulsing of the ionosphere. If HAARP hits certain points, those parts of the ionosphere could react in surprising ways.

Smaller ionospheric heaters such as the one at Arecibo are underneath relatively placid regions of the ionosphere, compared to the dynamic movements nearer Earth’s magnetic poles. That adds another uncertainty to HAARP — the unpredictable and lively upper atmosphere near the North Pole.

HAARP experimenters do not impress commonsense Alaskans such as Barbara Zickuhr, who says “They’re like boys playing with a sharp stick, finding a sleeping bear and poking it in the butt to see what’s going to happen.”

Could They Short-Circuit Earth?

Earth as a spherical electrical system is a fairly well-accepted model. However, those experimenters who want to make unnatural power connections between parts of this system might not be thinking of possible consequences. Electrical motors and generators can be caused to wobble when their circuits are affected. Could human activities cause a significant change in a planet’s electrical circuit or electrical field? A paper in the respected journal Science deals with manmade ionization from radioactive material, but perhaps it could also be studied with HAARP-type skybusters in mind:

“For example, while changes in the earth’s electric field resulting from a solar flare modulating conductivity may have only a barely detectable effect on meteorology, the situation may be different in regard to electric field changes caused by manmade ionization… ” Meteorology, of course, is the study of the atmosphere and weather. ionization is what happens when a higher level of power is zapped into atoms and knocks electrons off the atoms. The resulting charged particles are the stuff of HAARP. “One look at the weather should tell us that we are on the wrong path,” says Paul Schaefer, commenting on HAARP-type technologies.

Angels Don’t Play This HAARP: Advances in Tesla Technology is about the military’s plan to manipulate that which belongs to the world — the ionosphere. The arrogance of the United States government in this is not without precedent.

Atmospheric nuclear tests had similar goals. More recently, China and France put their people’s money to destructive use in underground nuclear tests. It was recently reported that the US government spent $3 trillion dollars on its nuclear program since its beginnings in the 1940’s. What new breakthroughs in life science could have been made with all the money spent on death?

Begich, Manning, Roderick and others believe that democracies need to be founded on openness, rather than the secrecy which surrounds so much military science. Knowledge used in developing revolutionary weapons could be used for healing and helping mankind. Because they are used in new weapons, discoveries are classified and suppressed. When they do appear in the work of other independent scientists, the new ideas are often frustrated or ridiculed, while military research laboratories continue to build their new machines for the killing fields.

However, the book by Manning and Begich gives hope that the military industrial academic bureaucratic Goliath can be affected by the combined power of determined individuals and the alternative press. Becoming informed is the first step to empowerment.

H.A.A.R.P: Are Evil Men Playing God?

In 1997 the then US Secretary of Defence William Cohen made a speech on terrorism at the University of Georgia. Reuters quoted him as saying:

“Precautions against unconventional arms must be intensified as potential terrorists develop chemical and biological weapons and electromagnetic methods that could create holes in the ozone layer or trigger earthquakes or volcanoes.”

While it is hard to imagine terrorists having this technology this speech tells us that it exists. In fact there is a UN weather weapons treaty signed in May 1977 which confirms this technology is real.

Another coincidence was that a Haiti disaster relief scenario had been envisaged at the headquarters of US Southern Command (SOUTHCOM) in Miami one day prior to the earthquake. There also seems to be some confusion on the aid provided by America when French Secretary of State for Cooperation Alain Joyandet called on the United Nations to clarify the US role in Haiti, saying the priority was:

“helping Haiti, not occupying Haiti.”

Venezuela’s President Hugo Chavez also openly accused the US of seeking to occupy Haiti, stating that:

“I read that 3,000 soldiers are arriving, Marines armed as if they were going to war. There is not a shortage of guns there, my God. Doctors, medicine, fuel, field hospitals that are what the United States should send. They are occupying Haiti undercover. On top of that, you don’t see them in the streets. Are they picking up bodies? … Are they looking for the injured? You don’t see them. I haven’t seen them. Where are they?”

Phyllis Bennis of the Huffington post said:

“the reality is, on the ground, U.S. military forces take charge, as the United Nations is pushed aside.”

Another question is why did the US Military occupy four airports in Haiti? In the critical weeks that followed the disaster the Pentagon repeatedly turned away planes carrying much needed medical aid and personnel in order to keep runways free for US military assets. Support for Haiti yielded $1.3 billion from the US, mostly coming from the working people. However only 38% of this was actually spent on aiding Haiti, causing widespread suspicions that vast amounts of the money was diverted into coffers elsewhere. The horrors facing Haiti’s population have gotten worse in recent times with a cholera epidemic claiming thousands of lives and a million left stranded in squalid, tented camps, yet this barely gets a mention in the US media.
Aid sent by the US in the form of genetically modified seeds was rejected by the Haitians who knew that they were unfit for human consumption and would contaminate indigenous food crops leading to a future environmental ecosystem disaster and further famine. They duly burned the seeds in full view of the international media.

There have been a lot of strange weather abnormalities recently; the huge super earthquake in Japan, the strange path of hurricane Katrina that hit New Orleans and the timing of the volcano eruption in Iceland after they had taken a stand against the corrupt bankers that seem intent on bankrupting every country in the world. In fact, strange weather patterns and mass animal deaths have been reported worldwide with no reasonable explanation given.

The reasons may be natural but when I look up into the sky to see planes spraying overhead, sometimes turning a clear blue sky into a murky haze, with these false clouds sometimes looking as if somehow radiated, I have to wonder. These planes are part of a weather modification program that goes on above our heads on a daily basis and could be partly to blame for the die off of many plants and animals.

Also worrying is that military research is usually undertaken to create new weapons or defence against such weapons. What are they doing with the H.A.A.R.P technology? Many think that this is part of a depopulation program that includes poisoning of the water and food supplies along with vaccines, which, instead of saving people, are meant to kill them.

Anybody who has done any research into this so called ‘conspiracy’ has been shocked and alarmed by what they have found. My own research leads me to personally believe that a group of arrogant men are playing God and have little regard for human or any other life for that matter.

As for the recent earthquakes being caused by these men I am not too sure but I have my suspicions.

Scientists do not know what to think about: South America is bursting at the seams. In southern Peru, suddenly appeared a huge crack length of 3 km and a width of about 100 meters.

Anomaly occurred in the district Huakullani Chukuito province near the famous Lake Titicaca. A crack has appeared almost immediately: the earth like a burst at the site of a large tension, the far scattered huge chunks of soil.

Interestingly, the crack did not appear in the earthquake. In general, there was no catastrophe, the earth simply gone. The crack occurred on level ground and is not associated with any disasters. Scientists are confused with this fact. Cracks also appear in neighboring Bolivia. And not so long ago, the crack happened in Africa – Ethiopia. Maybe these phenomena is common nature: the continents literally split in front of mankind. (BetaNovosti)

Noah may have questioned God about why he should build such a big boat. To quote the comedian Bill Cosby, God might have asked: “How long can you tread water?”

In the event of an Electromagnetic Pulse (EMP) burst 250 miles above Kansas or a super solar flare, the loss of the electrical grid would stop almost all food production and importation in the USA. Some estimate there is, at any given time, more than 1,000 pounds per capita of food in consumable form available in the USA. Unfortunately, it is very poorly distributed and will not be available to the populace in a “Grid Down” scenario. So the question is then, if you personally have not stored at least a three years supply of food per person (and, no, a one year supply just won’t due), “How long can you live on a zero calorie diet”?

Iran, as this is written, has a small satellite circling the earth 250 miles high. They are building a satellite launching facility for larger rockets. They have launched missiles from a barge in the Caspian Sea and detonated them at high altitude. They have tested a sophisticated two point detonation method which allows a much smaller nuclear bomb (reduced payload on a rocket). They have enough material right now, if further enriched, to build at least 2 nuclear bombs (although too heavy for missiles). North Korea has enough plutonium for at least 10 bombs, they are making more every day, and they successfully detonated a small nuclear bomb (Hiroshima size) in 2009. As well, they are developing missile and space technology. Chavez just met with Putin to obtain nuclear energy and space technology. Pakistan’s nuclear guru A.Q. Khan is known to have shared nuclear bomb technology throughout the Middle East. According to Times Now, “Already Pakistan has 60 nuclear warheads, and now with two new plutonium reactors nearing completion in Khusab, its weapons grade plutonium production will jump seven-fold, according to latest figures released by Swedish institute SIPRI.”

North Korea needs money, a lot of money. Plutonium is one of the most precious commodities on the planet. Will Pakistan or Korea sell their plutonium or complete nukes? It does not take a rocket scientist to figure that one out. Syria has transferred Scud [SS-1] missiles to the Lebanese Shiite militant group Hezbollah (Jihadi terrorists). North Korea is suspected of transferring nuclear technology to Syria, Iran and Myanmar (Burma). In short, the nuclear genie is out of the bottle and it is all over the globe. We have simply lost control and now it is only a matter of when, not if.

A super solar storm can do the same thing as an EMP and would have done so in 1859 and 1921 if our electronics had the sensitivity that they do today. As reported by NASA Science in May, 2010, “The sun is waking up from a deep slumber, and in the next few years we expect to see much higher levels of solar activity. At the same time, our technological society has developed an unprecedented sensitivity to solar storms….” Such an event just recently took place. On April 19, 2010, Science Daily Online observed one of the most massive solar eruptions in years. Earth was not in the line of fire … this time.” Again, it is only a matter of time.

A massive cyber attack to the Grid: “The severity of what we’re seeing is off the charts,” said Tom Kellermann, vice president of security awareness for Core Security Technologies and a member of the Commission on Cyber Security that is advising President Obama. “Most of the critical infrastructure in the U.S. has been penetrated to the root by state actors.” Joe Weiss, a security expert and managing partner of Applied Control Solutions, who has testified before Congress about such threats, said “The industry has failed to address these vulnerabilities.” He said “The long-term ramifications of such an attack would be severe: If electrical equipment were destroyed, power could be lost for six to nine months, because the replacement gear would take so long to manufacture.” Note: As you read the following, consider what that six to nine months without electricity and what the power grid really means to our society.
EMP is optimized by the detonation of a nuclear weapon at 25 to 250 miles above the Earth’s surface. An electromagnetic field radiates down to the earth, creating electrical currents. These instantaneous currents accumulate and migrate on long electrical lines and overheat transformers, large and small. Breakers are of no use due to the speed of the pulse which is 1,000 times faster than lightning. EMP will cover the wide geographic region within line of sight to the nuclear burst. A 40 mile high detonation over Virginia would black out the entire East Coast. A 250 mile high detonation over Kansas would take out most, if not all, of the continental USA.

The lead time for obtaining a single replacement of the very large “step-up or step down” type transformer is two to three years from overseas (Total worldwide production of these huge transformers is less than 100 per year); there are about 2,000 in the USA that would need to be replaced plus the millions of small transformers (frequently mounted on utility poles) in the distribution system. There is a huge and perhaps insurmountable problem with almost all electrical power generation plants. They must be shut down gradually according to carefully designed procedures. A sudden shutdown from an EMP or super solar flare would cause the destruction of major components of most power plants and, in a grid down scenario, it would not be possible to repair them. Further,most that survive must have outside power for start up and that outside power won’t exist.

The point is Noah only had to contend with a boat ride and live off of stored food with no one coming to his door asking for a handout. We, on the other hand, will be without electricity for many years, able to create very little new food, and will have to defend against a continuous onslaught of attackers.
Even a small nuclear weapon at 250 miles high would permanently take down the electrical grid by shorting out transformers, large and small, because they are all tied into long distribution lines which would pickup, magnify and transmit the surge. Although cars, computers, televisions, generators, etc. may or may not continue to be operational, a regional or national grid failure would cause a cascade of failures throughout the broader infrastructure due to our highly interdependent systems and “just in time” delivery systems. Even if cars and trucks still ran there would be no new fuel supplies. The disruption would include communications (radio, television, phones, GPS), banking (including ATM machines and credit cards), cash registers at stores, medical, police (911 dispatching), fire fighting support, fuel and energy (including gas stations), transportation, food production, processing and delivery systems (including farm equipment, fertilizer and insecticides), water for consumption and irrigation, emergency services, satellites and the Internet. The fundamental force behind any and all modern industrial societies is electricity.

A small nuclear weapon specifically designed to produce a very powerful EMP would take out virtually every electrical device that was not protected. In either case, effectively, the U.S. would be thrown back to the pre-electrical age and 99% of US food production and processing would cease. Such an event is frequently referred to as “The end of the world as we know it” (TEOTWAWKI) or “When the Schumer hits the fan” (WTSHTF).

There would be immediate loss of access to our money. Under Martial Law, if communications existed to transmit the orders, there would be extreme limits on access to our money, they would allow maybe a maximum of 5% of funds on deposit to be withdrawn per month, but banks would run out of currency almost immediately, if they were open at all, and would not have access to more. Currency itself would only have value as long as people believed the government could restore the electrical grid and get things back to normal. Within a few weeks, when people realize the power will not be coming back on, currency would have no value. Further, the rest of the world, seeing our hopeless condition, would realize we would have no ability to generate revenue and they would deem the US dollar worthless. Investments in US stocks and bonds would be worthless. The value of real estate would be at or near zero. There would be no access to funds held off shore. The loss of wealth as we know it today would be nearly total. Wealth after TEOTWAWKI would have its basis in clean water (and the means to make it), food (and the means to grow and preserve it), fuel, tools and arms and in the knowledge and skills useful in a world without electricity. Gold and silver may have their place, but “you can’t eat gold” e.g. If I only have enough food for me and my family to survive, I won’t be trading it for gold or silver.
After an EMP or super solar flare, except for those on life support systems or perhaps in airplanes, there would be no immediate loss of life due to the burst(s). There would be no shock wave or radiation. For awhile it would seem to be just an ordinary power outage, but gradually, hour by hour, the seriousness of the problem would be realized. Water from the tap would stop very soon if not immediately. Most emergency generators, if they worked, would run out of fuel within 72 hours. Food in freezers would last a few days then spoil. Grocery stores would be looted within a couple of days. Most food in the USA is stored in regional warehouses, and some of it requires refrigeration. Most people, probably 80%, would choose to stay in their homes for as long as the food in their pantry lasted and they had access to clean or treatable water. They would be hoping, day by day, that the power would come back on and they could resume their everyday lives again. When the water and/or food ran out or they were overrun by looters, they would have no choice but to hit the road in hopes of finding food somewhere. Ninety percent of the US population will run out of food in their homes in less than two months, many in a week or two. They would become refugees. A refugee is a person who is carrying with them all of their means for survival and cannot survive more than a few weeks without help since they cannot produce new food. Many would loot, burn and destroy the cities and suburbs while most would hope to find survival in the country believing that farmers have an abundance of food. Eventually virtually all must leave the cities because there will be nothing left to eat and the means to produce new food there will not exist. Vladimir Lenin is often quoted as saying, “Where there is hunger, there is no law.” In their struggle to survive refugees would first be beggars, but very quickly, with the increase in hunger, they would become looters and spread out like locusts stripping the land of everything edible. Remember, these people would not be on a simple weekend camping trip. Rather, they and their children would be starving, desperate and probably sick. They would have lost everything. They would face a horrific and uncertain future and they would pretty much do anything to survive. A few may indeed maintain their moral integrity and quietly watch their children starve to death, but the vast majority of refugees will become looters, most of them violent? Many would be in loosely formed bands for the purpose of overwhelming homes or retreats. They will resent and hate those who have stored food in advance and feel it is not fair that preppers should “hoard” food while their families starve. From the preppers point of view they may only have enough food for their own family to survive and to give it away would doom their own family.

Some “Preppers” will have stored food, fuel and arms for themselves and their loved ones, but unfortunately most will have chosen to do so in their suburban or country home, hobby farm or cabin on the lake. First, when WTSHTF, the neighbors that knew of your prepping will come to your door when they run low on food, first asking then demanding your food; see the Twilight Zone episode “The Shelter” by Rod Serling who understood human nature. Second, looting attacks (violent home invasions) will take place again and again and again on every house, occupied or not, as the locust like hoard spreads across the land looking for that last morsel of food. Remote homes/retreats will be least susceptible but eventually every home/retreat that can be found will be looted. It may take some time for them to reach the mountain lake cabins, but they will reach them, and overwhelm them all. The defenders of homes and retreats will be forced to repeatedly kill and dispose of the bodies of the attackers and deal with the heartbreak of their own dead and wounded until they themselves are eventually overwhelmed by a superior force. No matter how well prepared, the retreat will be overrun. Why? There will be a great many attacks from random groups large and small, day and night, day after day, week after week for months. Also, well organized and well armed groups may note your solid resistance and plan your demise over time since they know you are not going anywhere. Eventually they will use tear gas, explosives, armored vehicles, etc. When they want you, they will take you. The other contingency is that the “attackers” may be the U.S. Military or a local government enforcing Martial Law for the confiscation of food and arms. Frankly, I do not foresee long term survival unless the retreat remains unknown to all.
Typical homes and cabins cannot be defended well. A high velocity .308 projectile will pass through the entire house unless it hits a wall stud or appliance and wall studs are typically spaced 16” apart. Eventually a large enough group or gang will take the house, kill/rape/plunder, transport the goods to their lair and then move on to other targets. They would systematically attack every home/retreat they can find. Any surviving defenders will become refugees. Even with a remote food/equipment cache, the defenders will still be refugees with insufficient food to survive until food could be grown and without the means to preserve it if they could grow it. Almost everyone who becomes a refugee will surely die quickly from exposure, violent mobs, physical attack, starvation, disease, infection or dysentery (which would be epidemic due to fouled water).

You may think this is an exaggeration about the vulnerability of your home and our society, but just take a minute here to step out of your house, walk to the street and study your home for a minute. Imagine you, your brother, and your friend from down the street trying to defend your house at night with two deer rifles and a 12 gauge shotgun against 20 guys with semi-automatic assault rifles, night vision goggles and maybe tear gas and an armored vehicle. You would be surrounded. There would be no help from anywhere and you would not have a “snowball’s chance”. They will tell you that if you just give up your supplies they will leave you unharmed. When you surrender they will have you haul your goods to their vehicles with smiling gratitude then they will tie you up and torture your wife or children in front of you until you tell them where your “secret supply caches” of food and gold are located, even if you do not have one. (For an example in fiction, see the movie Nevada Smith with Steve McQueen.) The thing is they already know that many retreats have such caches so, until dead from torture, they will not believe that you do not. They will kill the men, children and older women and take any young women with them. Yes, in many cases it will be that horrific. Throughout history it has always been such.
Your home was built completely dependent on services, including sewer, water, electricity, heating fuel and the fuel for your car to get you to and from work and stores. Without electricity you have no heat, no air conditioning, inability to cook (a large propane tank is an exception), no lights, no water, no sewer (requires water for the toilet). Without these services your home is a poorly located weatherproof shell that was built the way it was and where it was only because of the “absolute certainty” that there would always be electrical service. Here is an eye opening weekend experiment: Turn off all the electricity to your house (except the refrigerator and freezer which would be taped shut), turn off the gas and water and prohibit the use of your vehicles. You will find out in a hurry about life without electricity. Now look at your neighbor’s house, think about the houses across town, think of your parents or brother’s house across the country. All across the nation homes are about the same (about 99%), they all depend upon services that will not be available after the loss of electricity. And almost all will only have a few weeks to a few months of food on their kitchen shelves, pantry and refrigerator. Translation, almost all of their occupants will become refugees when the food runs out or when they are overwhelmed by attackers and will die soon thereafter. All of them. Again, the fundamental force behind any and all industrial society is electricity.

Think about it: When you are forced out of your home or run out of food and there is no new food to be had anywhere, what are you going to do, where are you going to go? This won’t be like in the movies or books, there will be no cavalry, no supplies parachuted in, and no relief trucks arriving just in time. There will be no help at all. Over 310 million people in the U.S. will be on their own just like you with almost no new food being produced or imported. Think of the total USA food supply like a giant hour glass being filled with food production and imports just as fast as it is being consumed. After an EMP or super solar flare the consumption will continue at the same rate while food production and importation will essentially stop completely. That means no more new food added to the hour glass! Perhaps one third of total US food supply will rot due to the lack of refrigeration and 80% of the balance is somewhere in the production, storage or distribution system, none of which still function. The balance available to the masses will be consumed as it is looted. The hour glass will be essentially empty for the masses. For anyone to survive they must have enough to eat until new food could be grown, perhaps the second summer after TEOTWAWKI, assuming you have the means and know how.

Hansel and Gretel were dumped in the forest to die or fend for themselves, probably so their parents could try to feed the then smaller family. During severe famine in the middle ages this forced reduction in the size of families was not unheard of. Most of us have no concept of real famine. If we did, each and every one of us would have at least three years supply of food while obtaining it was so simple, so easy. The representation of the Witch as a cannibal is not a coincidence. Cannibalism was widespread in the past among humans throughout the world; in many cultures it was an everyday thing even without famine. Severe famine and cannibalism, however, go hand and hand, for example the Uruguayan Air Force Flight 57, the Donner Party, Siege of Leningrad, etc. So, when the masses are starving, be careful, they may not look on you as either friend or foe; they may think of you as dinner.

New food cannot be grown until after the violent gangs are gone and those with seeds and know how are no longer afraid of having their gardens discovered. The first new food probably could not be safely grown until the second summer. The first crop by inexperienced gardeners without insecticides, fertilizer, equipment or pumped water will be a disaster. You had better have enough food to get your family through at least until the third year and way more (non-hybrid) seeds than you think you need. My mother was a teenager in the Great Depression. She said they would plant one seed for the birds, one for the bugs and one for themselves, but since they could buy seeds, you should add one more category, production of the seeds for next year’s crops. By the way, do you know how to avoid cross pollination and loss of the usefulness of the seeds? Do you know how to collect and store the seeds? If you are not doing it now, you probably won’t be able to do it later when your lives depend on it.

After the burst, widespread looting would begin within a day or two in larger cities without containment due to limited communications and totally inadequate law enforcement. Within a week there would be near total anarchy except in some small towns and military bases. Well armed gangs and escaped prisoners, with the most brutal and ruthless taking leadership, would essentially take over and loot, rape, kill and plunder every house and food source within their territory no matter how well defended. In only a couple of weeks these well armed gangs would become very proficient at taking homes and farms and all they could find would be overrun. Over time, every farm animal of every description would be consumed. Wildlife and fisheries would be wiped out. The seed grains needed for next year’s crop would be consumed. Unspeakable atrocities, cannibalism, and torture would be rampant. The desperate conditions will unleash the darkest side of human nature. Throughout history, such atrocities consistently take place when there are no consequences in desperate times. Absolute power corrupts absolutely.
As we go about our day to day lives it is very difficult to comprehend that any of the people we know or those that live down the street would do such things, but studies such as the “Stanford Prison Experiment” and others have shown perhaps one third of a random selection of emotionally stable individuals will, within a matter of a few days, show brutal tendencies. Think of that! One third of the “problem free, mentally stable” people! Further, these guys were not trying to survive, they were merely placed in a position of near absolute power over others. In the anarchy after “Grid Down”, if the above is any indication, one third of the population (or much more considering the survival circumstances) would become violent predators plus virtually all of the neighborhood nut cases, criminals, perverts and those in prison. It would be the worst nightmare of the zombie horror films. The [Los Angeles] Lakers [basketball team] recently won their umpteenth season and there were riots, even with a huge law enforcement presence. One news report read: “Despite a massive Los Angeles police presence Thursday night, sporadic violence broke out near Staples Center after the Lakers defeated the Boston Celtics in the NBA Finals. Crowds hurled bottles and other objects at police, smashed marquees, jumped on vehicles, broke windows, and set rubbish dumpsters and vehicles on fire…” But, what if there had been no police presence? This was a happy mob.

Eventually, over a year or so, these gangs would be killed off by a variety of means such as losses taking retreats, heavily armed organized communities, occasional army units, rival gangs trying to survive, fighting amongst themselves or, when there were no more places to loot or stored food to eat, they would starve to death.

In six months to a year 90% of the US population would be dead. The higher the current population density of an area the higher percentage death rate since the density of looters and gangs would wipe out almost every prepper, farmer, or retreat no matter how well defended leaving nothing to survive on until food could be grown and leaving very few who have the supplies and know how to grow it. A much higher percentage will survive in rural Kansas while almost no one would survive in densely populated areas.

What about help from overseas? The USA currently exports a great deal of food to feed a hungry world. Without those exports the rest of the world will have food shortages. Some countries may send aid over the short term of a month or two, but over the long term of a year or two, it would be very doubtful since what country is going to starve its own people so that food can be shipped to the USA? Even if ships are sent, what captain will dock his ship amongst a mob of looters. Even if they docked, how do you unload a container ship with no operable cranes? Even if you could unload ships, how could you move goods inland with no fuel for trucks or trains? Even if food could be moved inland, what coastal community would export food when they need it desperately for their own survival?

It would be far far worse for us now than it was in 1890 because then they had systems in place that worked without electricity such as steam locomotives, horse drawn wagons and plows and lots and lots of work horses and mules. Most important, they had era farming tools and the knowledge of how to live their lives and store food without electricity. Just as vital, they had a functioning society with on-going production capacity and supply lines for basic staples. Even the Amish buy staples, they do not produce everything themselves. After TEOTWAWKI almost no one will have those tools, supplies, sources for staples or that knowledge. Realistically, the USA could not even begin to support the 1890 population of about 64 million people. Unfortunately our existence might be more like the Jamestown colony, circa 1609-10 or so with hostiles at the gate, starvation, disease, and massive die offs so severe they called it the “Starving Time”. It could be like that for us without adequate food storage.

What about the military? The nation’s military is largely unprotected from an EMP. Since the early 1990s, “Essentially all our new weapon systems have been built with a waiver for EMP hardening,” says Bartlett, a scientist and inventor who is the ranking member of the House Armed Services’ Subcommittee on Air and Land Forces according to a NewsMax article.

The Military would be pretty much immobilized although they would have more stored fuel and supplies than most. The good news is that if the soldiers who remained with their units could maintain order in the immediate area of their base, food could be grown the first summer. Therefore, if you cannot afford to have a hidden retreat, relocating to be close to a military base in a farming area with good rainfall may save you. The bad news is that while the military won’t rape and plunder, they will take your food, fuel and guns “for the common good”. Since they could defeat gangs that had taken over regional food storage warehouses they may be able to accumulate a very large supply of food. They would balance out the food supply and your only hope then is that enough food could be produced for everyone or else everyone would starve together. Still, it is better than being a refugee with no future at all.

The consequences of an EMP burst are consistently understated. Writers of reports or articles don’t tell the whole story because they either worry about being accused of “Fear mongering” or they are in denial themselves, being unwilling to let their mind take them to the inevitable consequences of a modern society suddenly finding itself permanently without electricity. Frequently there are articles about the possibility of an EMP and they state that the consequences would be “catastrophic” or “disastrous” or “devastating” without going into detail about what that really means. What they don’t say is this: Considering our limited ability to create, process and transport new food without electricity and doing so in a state of near total anarchy, the survival rate would be maybe 10%. Even Dr. William R. Graham who is Chairman of the Commission to Assess the Threat to the United States from Electromagnetic Pulse Attack and who is intimately familiar will all aspects of EMP and the vulnerability of our infrastructure and the EMP effect on transformers, etc. has concluded that a 250 mile high burst over Kansas would cause the death of about 80% of the 310,000,000 US population. The actual report to Congress, however, just says “Catastrophic”.

Who will survive? Primarily those who use the “The Art of War” tactics of avoiding a direct conflict with superior forces by using deception and concealment “The general who is skilled in defense hides in the most secret recesses of the earth”. Without electricity the majority of the population will either kill each other off or die from disease, exposure or starvation. The survivors, for the most part, will be those who do not fight at all. The Golden Hoard or a Government entity cannot fight you or take your supplies if they do not know you exist. The key is to be well hidden during the six months to a year or so after TEOTWAWKI, then keep hidden as much as possible while you grow food but maintain a high level of surveillance and defense. This tactic is completely contrary to the Rambo survivalist types with an arsenal at their disposal and an attitude of “Bring it on” for the Golden Horde and gangs.

“There are a few possible survival scenarios presented here in no particular order since each individual must adapt their skills, knowledge and resources to their situation.

1. Very remote, well hidden, well armed, well trained and well stocked retreats with enough people to guard and defend the retreat and the equipment and other resources to produce food. Food production could begin by the second summer but if it is far away from where you live, you might not be able to get to it. (“Patriots”).

2. Very small towns that are cohesive enough to band together, consolidate resources and defend against gangs or refugee throngs (as in the novels One Second After and Lights Out). This is a tactic that would allow food production to begin ASAP. A defendable town on the coast or a large river would be best to allow fish to supplement the diet. However, because it will be ruled by a government, they may also confiscate your supplies for the common good. The Alaska panhandle would be ideal but you “gotta like the rain”.

3. Areas in the immediate proximity of military bases where good gardens could be grown. You would still have to survive some home invasions and looting early on but the military presence could provide the security, technical knowledge, tools, equipment and fuel for food production to begin ASAP following TEOTWAWKI. You will be under their “anal” direction and have few freedoms, but you and your family may survive.

4. Those who have stored food and fuel, have access to good water and can stay completely out of sight for up to a year (undetectable fully serviced basement or bomb type shelter). This would allow a family to live in quiet comfort while the rest of the world kills itself off. It is much more doable than one might think, see the references section about “Basements”.

5. Those very rare few who could survive in the wilderness well off any trails and undetectable by smoke, smell or sight for a year or more by placing a large cache of food and survival equipment at a wilderness hide. While I could survive year around in the Alaska wilderness if I did not get sick or hurt and if properly prepared (having done so), here in Georgia, the forests would just be too “crowded” to keep hidden; the survivor in the woods here would simply be “The Last Man Standing”.

6. Those who had a well stocked sailboat that could be sailed to the tropics (Watch out for Pirates). This is a situation where having gold and silver would pay big dividends.

7. The Amish are wonderfully equipped with tools and knowledge to survive and thrive in the long term without electricity, however, they will be wiped out and their food stocks taken since they do not have guns or knowledge of defensive tactics. They do not have the ability to survive in the short term against armed gangs. This is a classic example of the skill sets necessary to survive early in TEOTWAWKI are much different that those required much later in TEOTWAKI but that for anyone to survive in the long term, they must have both sets. Since the Amish farms function without electricity, when they and the gangs are dead and gone, the tools and systems will still be in place if you know how to utilize them. Of course, all of the animals will have been consumed.
Others who may survive are refugees with skills useful in a post TEOTWAWKI world who may find refuge in one of the above. What skills? Read books about life in 1890 (Lawyers, politicians and stock brokers need not apply but those who could fix a tooth or build a steam engine would be in high demand… a steam engine fired by wood or coal could power a generator to create electricity). Travel tip: have a map showing the nearest military base and be there very soon because even the military will have its limits of how many people they can handle.

WTSHTF, at some point each and every one of us must decide if we actually want to survive to a life that would be harder than any we have ever imagined. But more than that we must decide if we are willing to kill other human beings to defend our food cache and loved ones? Are we willing to kill others to take food so our loved ones could survive? What about witnessing the killings, rapes, torture of our friends, neighbors and loved ones and enduring the smell of rotting bodies that goes on without end. Are we strong enough to mentally go through all of that and keep our sanity and our will to live? Will we survive the guilt of our own survival when the vast majority has died? Further, the mental stress after an EMP burst would be monumental. People would have to instantly transition from the availability of vast amounts of information at their fingertips and information overload to a near total information vacuum. A great many will not be able to handle all or even part of it. Even highly trained military personnel do not handle such events well, how can ordinary citizens hope to live through it and stay sane.

What about Mutual Assured Destruction that kept USA and USSR from war? Maybe but MAD might not work. There are some fanatics in Iran. Ahmadinejad has said that he wants to bring about the coming of the 12th Imam: “Our revolution’s main mission is to pave the way for the reappearance of the 12th Imam, the Mahdi” – Ahmadinejad. (So what then are the conditions for the Mahdi’s arrival? The destruction of Israel and world conflagration). The threat of our retaliation and the destruction of Iran and the Middle East may not be much of a deterrent in Ahmadinejad’s belief system. If Ahmadinejad could simultaneously detonate a bomb in Tel Aviv and 6 to 10 nuclear satellites around the globe at 250 miles high to cause the eventual death of the majority of the world’s infidel population and significantly level the playing field, do you think he would? Are you kidding? In a New York minute. He can’t do it yet, but, even though it may take years, Iran is working feverishly on the satellite delivery system and in making bombs themselves.

Of course, our own Sun could beat Ahmadinejad to the punch. Severe space weather events that we know about originating from the Sun with the Earth in the “line of fire” have occurred in 1989, 1921 and 1859 (geomagnetic solar super storms). In 1989 only one of the very large difficult to replace step up/step down transformer was destroyed. The 1921 event was 10 times stronger and if it happened today it would probably destroy all of the large transformers. The 1859 event was much stronger than the one in 1921. Such an event could easily destroy the huge transformers that would take years to replace (If the capacity to produce them still existed) which means years without electricity for most of the population. The problem is, we can’t survive that long. Scientists consider the recurrence of such a solar super storm as not just a possibility but as inevitable. Indeed, if the Earth had been in the line of fire on April 19, 2010 we quite probably would be living “Grid Down” in TEOTWAWKI right now. How prepared were you and your family on April 19?

Can an EMP burst be prevented? The Heritage Foundation has written extensively on the subject and it is well worth the read. At present defensive missiles are in place in Alaska and California to take out intercontinental missiles in the atmosphere from N. Korea. We must have defensive missiles around the entire USA that are capable of taking out long and short range missiles (such as a Scud or Iran’s new 1,200 mile missile launched from a freighter like Iran did in the Caspian Sea). When the “Star Wars” defense was proposed in the 1980’s there were those who said such a defense was not possible because “you can’t hit a bullet with another bullet”, but now the experts say “We can hit a spot on a bullet with another bullet”. We have the technology to do this.

We should protect our transformers by requiring all new ones to be EMP and solar flare protected (it adds about 5% to the cost). We could use that stimulus money to retrofit existing transformers, if possible and protect our railroad engines and systems, fuel production, transportation, and electrical generation systems.

If we prepare now, quickly, two things will be accomplished: First, there would be a good chance that the civilized world we know today would survive an EMP burst or super solar storm and, two, there would be far less incentive for an EMP strike. But, as it stands now, if you wanted to destroy the USA whom you perceive to be the devil, you would be salivating at the prospect of launching a few missiles off a freighter in the Gulf of Mexico and causing the death of 90% of the US population. For those who wish to destroy us it has to be positively orgasmic and we should absolutely not underestimate their resourcefulness. Remember, they have access to all of the EMP information you and I do and probably much more. They also have the ability to coordinate a massive cyber attack on the electrical grid which is extremely vulnerable.

That said, the nuclear genie is indeed out of the bottle. Al-Qaeda is said to control 80 freighter ships. It is only a matter of time before organized terrorist groups obtain a bomb that they can sail into one of our port cities. A crude bomb from Iran’s uranium would weigh a few thousand pounds. The fact is, we will have to accept the horrific reality that, from time to time, a major coastal city will be nuked from a freighter or small submarine, terrorists have both. Such is the reality of the failure to contain the nuclear genie. They have the desire to kill every man, woman and child in the USA and they have the means to deliver a nuke to our coastal cities; they just need the nuke.

What would be so difficult about having someone like “Jihad Jane” purchase a good sized boat with a dock slip at Gangplank Marina on the Potomac River in Wash. D.C., motor out through Chesapeake Bay to the ocean to pick up a nuke from a freighter at night then arrive at Gangplank Marina on a weekday afternoon and detonate it ?

If one of our cities is nuked, the nation will be under martial law. If your retreat is very far away, the police or military may prevent you from getting there. If you live anywhere on either coast they will probably not let you exit inland. Both politicians and the military have shown their propensity to confiscate guns at such times and most certainly will do so again. Further, the “temporary” martial law may well become permanent. Your stored food may be deemed “Hoarding” and be confiscated in an unconstitutional but nonetheless real house to house search performed by guys who are looking for secret hiding places. You do not want these people to be able to find either your beans or your bullets because, even under permanent martial law, we may still be hit by an EMP burst or solar storm or another coastal nuke.

The world is different today than ever before. The basic problem in our psyche is that we have the “white hat” cowboy mentality; we never throw the first punch, we never draw the gun first; we wait for the bad guy to shoot or draw and only then do we react. This time, if we wait for them to strike first with an EMP without being well prepared, this country, as we know it, will cease to exist. Our military may well destroy their country in retaliation, if they knew where the nuke(s) came from, but the above EMP scenario will still take place here regardless of what happens to the other guy later.

During the cold war we lived with the fear in the back of our minds that one day there may be Global Thermonuclear War that would destroy the world. However, while Global Thermonuclear War is still a possibility, a super solar storm, EMP burst and/or nuked coastal cities are eventual certainties. Nuking a coastal city is easiest and most likely, of course, but our unconscionable lack of preparation makes an EMP burst so appealing they will do everything in their power to make it happen.

Noah knew he could not tread water for long and built the Ark. Since people cannot live on a zero calorie diet for long and the Federal Government, who’s primary duty is to protect us, is doing nothing to prevent or prepare for an EMP, super solar flare or cyber attack, we all had better store at least three years of beans, band aids, bullets and benzin. In other words, become a “Prepper”, but do so wisely, very well hidden and very very secretly.

“If you think the unthinkable and devise plans to survive, then when the unthinkable occurs, you are prepared and will make the correct choices automatically.” (SurvivalBlog.com) A basic rule of thumb in survival situations is that 10% will do the absolute wrong thing, 80% will do nothing and wait to be led, while 10% do the right thing.

An EMP, a massive cyber attack, and a nuked coastal city are all possible but a super solar flare is inevitable. Just a word of caution here, once you let yourself think about such threats and project the inevitable outcomes of life here in the USA without electricity, it is very difficult to get your mind back inside that “denial” box.”- Tom S.

About wood stoves: Having lived in an Alaskan cabin with only wood heat for four years I know that the smoke makes it very difficult to keep your presence a secret. Even a year or two after TEOTWAWKI you still will want to keep your existence as secret as possible, therefore do not use just any wood stove; use the 95% efficient and virtually smokeless wood stoves available that, with very dry wood, produce almost no smoke. Further, use wood fuel that does not have a strong odor such as birch and avoid those that do such as cedar or some hardwoods. For wilderness survival there is nothing better than a small fan forced wood stove such as the Sierra stove or similar. I have used these on extended Alaska camp-outs with the Boy Scouts with great success and always unlimited fuel. Because they are fan forced they are very good at burning any wood and producing almost no smoke. This type of fan forced fire is very useful for surviving in the wilderness or, with larger versions and side feed, using outside your retreat to process food.

Basements: Undetectable fully serviced basements/retreats: A family or group in an undetectable basement or bomb shelter can survive in quiet comfort while the rest of the world kills itself off without the tear jerking confrontations from starving beggars, violent confrontations with gangs, looters or the military. And yes, it is very possible.

I once saw an article about a family who bought a house and after living there for two years discovered there was a full basement under the house. The previous owner had sealed up the stairs going down and filled in the small windows that had previously been visible. Why did he do that? He was hiding a flooded basement. So, if a basement can be invisible to someone who actually lives in a house for over two years, what would it take to make a basement invisible to looters and gangs who would be there for less than 30 minutes? That will be the subject of a separate article.

The Stanford Prison Experiment:

The Stanford prison experiment was a study of the psychological effects of becoming a prisoner or prison guard. The experiment was conducted in 1971 by a team of researchers led by Psychology Professor Philip Zimbardo at Stanford University. Twenty-four undergraduates were selected out of 70 to play the roles of both guards and prisoners and live in a mock prison in the basement of the Stanford psychology building. Those selected were chosen for their lack of psychological issues, crime history, and medical disabilities, in order to obtain a representative sample. Roles were assigned based on a coin toss.
Prisoners and guards rapidly adapted to their roles, stepping beyond the boundaries of what had been predicted and leading to dangerous and psychologically damaging situations. One-third of the guards were judged to have exhibited “genuine” sadistic tendencies, while many prisoners were emotionally traumatized and two had to be removed from the experiment early. After a graduate student (prisoner #819) broke down from the inhumane conditions in the prison, and realizing that he had been passively allowing unethical acts to be performed under his direct supervision, Zimbardo concluded that both prisoners and guards had become too grossly absorbed in their roles and terminated the experiment after six days.

Milgram, Stanley, 1974 book, Obedience to Authority: An Experimental View. Milgram described experiments conducted at Yale University in 1961after the start of the trial of German Nazi war criminal Adolf Eichmann in Jerusalem. Milgram devised his psychological study to answer the question: “Was it that Eichmann and his accomplices in the Holocaust had mutual intent, in at least with regard to the goals of the Holocaust?” In other words, “Was there a mutual sense of morality among those involved?” Milgram’s testing suggested that it could have been that the millions of accomplices were merely following orders, despite violating their deepest moral beliefs. He set up an experiment and showed that most ordinary people can become accomplices in killing totally innocent individuals.
Tom Peters and Robert H. Waterman Jr wrote in 1981 that the Milgram experiment and the Stanford prison experiment were frightening in their implications about the danger which lurks in the darker side of human nature.

Food production and life styles in the USA in 1900 compared to life today:
In 1900, 39 percent of the U.S. population (about 30 million people) lived on farms; today that percentage has plummeted to less than 2 percent (only about 4.5 million people). The transformation of the United States from a nation of farmers to a nation in which less than 2 percent of the population is able to feed the other 98 percent is made possible only by technology.
Human survival without food:

Physical condition, age, amount of fat, and air temperature are major factors but an absolute deprivation of food, on average, will greatly diminish a person’s capacity for physical work within a few days. After 4 to 5 days without food, the average person will suffer from impaired judgment and have difficulty performing simple intellectual tasks. After two weeks without food, the average person will be virtually incapacitated. Death typically results between 30 to 60 days with a few being able to last up to 70 days. This is without any physical activity and plenty of good water.

Nuclear Electromagnetic Pulse

The topic of nuclear electromagnetic pulse (EMP) is very mysterious to most people, and it is quite commonly misunderstood. It is also the subject of a large amount of misinformation. (It is a persistent problem that many people want to ignore the science and make it into a political issue.) There are many additional EMP pages on this site, including separate pages on EMP personal protection, Soviet nuclear EMP tests in 1962, and on other topics including a separate page of notes and technical references. Much of the information here describes the possible effects of EMP on the continental United States, but the information can be used to describe the effects on any industrialized country.

In testimony before the United States Congress House Armed Services Committee on October 7, 1999, the eminent physicist Dr. Lowell Wood, in talking about Starfish Prime and the related EMP-producing nuclear tests in 1962, stated,

“Most fortunately, these tests took place over Johnston Island in the mid-Pacific rather than the Nevada Test Site, or electromagnetic pulse would still be indelibly imprinted in the minds of the citizenry of the western U.S., as well as in the history books. As it was, significant damage was done to both civilian and military electrical systems throughout the Hawaiian Islands, over 800 miles away from ground zero. The origin and nature of this damage was successfully obscured at the time — aided by its mysterious character and the essentially incredible truth.“

The Starfish Prime Nuclear Test
from more than 800 miles away

Although nuclear EMP was known since the earliest days of nuclear weapons testing, the magnitude of the effects of nuclear EMP were not known until a 1962 test of a thermonuclear weapon in space called the Starfish Prime test. The Starfish Prime test knocked out some of the electrical and electronic components in Hawaii, which was 897 miles (1445 kilometers) away from the nuclear explosion. The damage was very limited compared to what it would be today because the electrical and electronic components of 1962 were much more resistant to the effects of EMP than the sensitive microelectronics of today. The magnitude of the effect of an EMP attack on the United States will remain unknown until one actually happens. Unless the device is very small, it is likely that it would knock out the nearly the entire electrical power grid of the United States. It would destroy many other electrical and (especially) electronic devices. Larger microelectronic devices, and devices that are connected to antennas or to the power grid at the time of the pulse, would be especially vulnerable.

The Starfish Prime test (a part of Operation Fishbowl) was detonated at 59 minutes and 51 seconds before midnight, Honolulu time, on the night of July 8, 1962. (Official documents give the date as July 9 because that was the date at the Greenwich meridian, known as Coordinated Universal Time.) It was considered an important scientific event, and was monitored by hundreds of scientific instruments across the Pacific and in space. Although an electromagnetic pulse was expected, an accurate measurement of the size of the pulse could not be made immediately because a respected physicist had made calculations that hugely underestimated the size of the EMP. Consequently, the amplitude of the pulse went completely off the scale at which the scientific instruments near the test site had been set. Although many of the scientific instruments malfunctioned, a large amount of data was obtained and analyzed in the following months.

When the 1.44 megaton W49 thermonuclear warhead detonated at an altitude of 250 miles (400 km), it made no sound. There was a very brief and very bright white flash in the sky that witnesses described as being like a huge flashbulb going off in the sky. The flash could be easily seen even through the overcast sky at Kwajalein Island, about 2000 km. to the west-southwest.

After the white flash, the entire sky glowed green over the mid-Pacific for a second, then a bright red glow formed at “sky zero” where the detonation had occurred. Long-range radio communication was disrupted a period of time ranging from a few minutes to several hours after the detonation (depending upon the frequency and the radio path being used).

In a phenomenon unrelated to the EMP, the radiation cloud from the Starfish Prime test subsequently destroyed at least 5 United States satellites and one Soviet satellite. The most well-known of the satellites was Telstar I, the world’s first active communications satellite. Telstar I was launched the day after the Starfish Prime test, and it did make a dramatic demonstration of the value of active communication satellites with live trans-Atlantic television broadcasts before it orbited through radiation produced by Starfish Prime (and other subsequent nuclear tests in space). Telstar I was damaged by the radiation cloud, and failed completely a few months later.

Nuclear EMP is actually an electromagnetic multi-pulse. The EMP is usually described in terms of 3 components. The E1 pulse is a very fast pulse that generates very high voltages. E1 is the component that destroys computers and communications equipment and is too fast for ordinary lightning protectors. The E2 component of the pulse is the easiest to protect against, and has similarities in strength and timing to the electrical pulses produced by lightning. The E3 pulse is very different from the E1 and E2 pulses from an EMP. The E3 component of the pulse is a very slow pulse, lasting tens to hundreds of seconds, that is caused by the nuclear detonation heaving the earth’s magnetic field out of the way, followed by the restoration of the magnetic field to its natural place. The E3 component has similarities to a geomagnetic storm caused by a very severe solar flare.

In writings on the internet, there is nearly always much confusion about the very different aspects of the various components of nuclear EMP. In addition, there is much confusion in distinguishing high-altitude nuclear EMP, non-nuclear EMP weapons and solar geomagnetic storms. There are very large differences among these very different electromagnetic disturbances; although there are many similarities linking solar geomagnetic storms and the E3 component (but not the other components) of high-altitude nuclear EMP.

The E1 component of the pulse is the component that is the subject of most writings. The gamma rays from a nuclear detonation in space can travel great distances. When these gamma rays hit the upper atmosphere, they knock out electrons in the atoms in the upper atmosphere, which travel in a generally downward direction at relativistic speeds. This forms what is essentially a coherent vertical burst of electrical current in the upper atmosphere over the entire affected area. This current interacts with the Earth’s magnetic field to produce a strong electromagnetic pulse, which originates a few miles overhead, even though the nuclear detonation point may be a thousand miles away or more. Since the E1 pulse is generated locally, even though the original gamma ray energy source may be in space at a great distance away, the pulse can cover extremely large areas, and with an extremely large EMP field over the entire affected area.

The source region is the region of the upper atmosphere where gamma radiation from the weapon knocks out electrons from atoms in the atmosphere, which travel in a generally downward direction at roughly 94 percent of the speed of light, and are acted upon by the Earth’s magnetic field to generate a powerful burst of electromagnetic energy. This source region, where the EMP is actually generated, is a very large area in the middle of the stratosphere. (In the map on the right side of the illustration, HOB is the height of the nuclear burst in kilometers.)

The magnitude of a nuclear EMP over the United States would be much larger than the tests in the Pacific would indicate. For any particular weapon, the magnitude of the all of the components of an EMP are roughly proportional to the strength of the Earth’s magnetic field. The Earth’s magnetic field over the center of the continental United States is about twice the strength as at the location of the Starfish Prime test.

Johnston Island is now somewhat larger than it was in 1962 (due to a dredging project in 1964), and the airport is now closed. Starfish Prime and the other United States high-altitude nuclear tests were launched from the northern corner of the island, which you can see in this Wikimapia satellite view of Johnston Island.

Starfish Prime was a 1.44 megaton thermonuclear weapon, but was actually extremely inefficient at producing EMP. Much smaller nuclear fission weapons, requiring far less expertise, would be much more efficient at producing EMP, especially the very fast E1 component. In general, the simpler the nuclear weapon, the more efficient it is at producing EMP. (See the the notes on EMP page.) Thermonuclear weapons (so-called hydrogen bombs) are very inefficient at generating the fast-rise-time E1 pulse. (Weapons with a high energy yield are much better at generating the slower geomagnetic-storm-like E3 pulse that caused much of the damage to Kazakhstan in the Soviet test mentioned below. This E3 pulse can induce large currents even in long underground lines.)

Several countries have produced single-stage nuclear weapons with energy yields of well over 100 kilotons. These would be much more efficient at producing EMP than the Starfish Prime detonation. (The very first nuclear weapon tested by France had a yield of 70 kilotons). In the early 1950s, the United States had a stockpile of 90 bombs of a high-yield fission weapon that would have been a powerful EMP weapon. These were 500-kiloton single-stage fission bombs known as the Mark 18. Very little was known about EMP at the time that the Mark 18 was in production. The only actual test of the Mark 18 bomb was done at the Pacific Ocean test range on November 16, 1952 at an altitude of only 1480 feet (450 meters), so nothing was discovered about its possibilities for high-altitude EMP (although it appears that the actual yield was closer to 540 kilotons, which was higher than its design yield). By now, some countries undoubtedly have very advanced enhanced-EMP nuclear weapons, although these details are highly classified.

The Mark 18 bomb, tested in 1952, was also known as the super oralloy bomb. It was made of a spherical shell of very highly-enriched uranium surrounded by a sophisticated symmetrical implosion system. Although it is often described as a very advanced device, it was designed by people who did not have computers of a power that is anything even approaching the power of computer that you are using to read this web page. More than a half-century ago, at least 90 of these bombs were built by the United States. In 1952, they were trying to conserve the highly-enriched uranium in the stockpile, so the Mark 18 was surrounded with a natural uranium tamper. Anyone making a similar weapon for EMP use could probably enhance its EMP effects by using a tamper made of enriched uranium and using a relatively thin outer casing made of an aluminum alloy. In addition, there are techniques for increasing the energy of the gamma rays beyond the levels available in first and second generation nuclear weapons. These techniques would increase the electric field of the EMP beyond the old maximum of 50,000 volts per meter.

Today, if just one of these 500 kiloton bombs like the Mark 18 were detonated 300 miles above the central United States, the economy of the country would be essentially destroyed instantaneously. Very little of the country’s electrical or electronic infrastructure would still be functional. It would likely be months or years before the electrical grid could be repaired because of the destruction of large numbers of transformers in the electric power grid that are no longer made in the United States. Several countries today have the ability to produce a weapon similar to this 1952 bomb, and send it to the necessary altitude. (England tested a single-stage weapon with a yield of 720 kilotons, called Orange Herald, on May 31, 1957.) The number of countries with this ability will undoubtedly be increasing in the coming years.

The instantaneous destruction of the power grid would occur primarily because of the widespread use of solid-state SCADAs (supervisory control and data acquisition devices) in the power grid. These would be destroyed by the E1 pulse, but could probably be replaced within a few weeks. The greater problem would be in re-starting the power grid. (No procedures have ever been developed for a “black start” of the entire power grid. Starting a large power generating station actually requires electricity.) The greatest problem would be the loss of many critical large power transformers due to geomagnetically induced currents, for which no replacements could be obtained for at least a few years. The loss of many of these power transformers would greatly complicate the re-start of the parts of the grid that could be more quickly repaired.

By mentioning the 1952 Mark 18 bomb, I do not want to imply that countries developing nuclear weapons would start with such an old technology. New automobile companies do not start with a Stanley Steamer or the Model T; and new radio companies do not start with Marconi circuits and Fleming valves. Modern techniques and materials, as well as advanced computing power, enable new nuclear weapons projects to leapfrog far past the Manhattan Project. A related fallacy is the belief that, because of the difficulty that the United States and the old Soviet Union had in going from basic fission weapons to thermonuclear weapons, all nations would experience similar difficulties and delays. Producing basic fission weapons requires a significant industrial capacity to produce the fissionable material. Scaling up from there just requires computing power and knowledge.

Many years after he left the nuclear weapons laboratories, the principal designer of the Mark 18 bomb wrote an article for Scientific American describing, in general terms, how specific effects of nuclear weapons (including EMP) can be greatly enhanced, and how such effects can be concentrated in one direction from the detonation. (See Scientific American, Theodore B. Taylor “Third-Generation Nuclear Weapons”, pages 30-39. Vol. 256, No. 4. April, 1987.)

The Soviet Union got its surprise introduction to the severity of nuclear EMP effects over a much more heavily populated area than the Pacific Ocean. The most damaging nuclear EMP event in history (so far), much worse than the Starfish Prime test, occurred in October of 1962 over central Asia. Written documents give the time and date as 3:41 GMT/UTC on the morning of October 22, 1962. The warhead was launched from Kapustin Yar on a Soviet R-12 missile. Although the primary purpose of the test was to discover the effects of EMP on certain military systems, the large magnitude of some of the effects on the civilian infrastructure were quite unexpected.

A few hours after the sun rose in Kazakhstan on that cloudy October morning, the Soviet Union detonated a 300 kiloton thermonuclear warhead in space at an altitude of 290 kilometers (about 180 miles) over a point just west of the city of Zhezkazgan in central Kazakhstan. The test was generally known only as Test 184 (although some Soviet documents refer to it as K-3). It knocked out a major 1000-kilometer (600-mile) underground power line running from Astana (then called Aqmola), the capital city of Kazakhstan, to the city of Almaty. Several fires were reported. In the city of Karagandy, the EMP started a fire in the city’s electrical power plant, which was connected to the long underground power line.

The EMP also knocked out a major 570 kilometer long overhead telephone line by inducing currents of 1500 to 3400 amperes in the line. (The line was separated into several sub-lines connected by repeater stations.) There were numerous gas-filled overvoltage protectors and fuses along the telephone line. All of the overvoltage protectors fired, and all of the fuses on the line were blown. The EMP damaged radios at 600 kilometers (360 miles) from the test and knocked out a radar 1000 kilometers (600 miles) from the detonation. Some military diesel generators were also damaged. The repeated damage to diesel generators from the E1 component of the pulse after the series high-altitude tests was the most surprising aspect of the damage for the Soviet scientists.

Subsequent analysis has shown that the warhead used in the 1962 Soviet test was particularly ineffective at generating EMP. If the W49 warhead used in the U.S. Starfish Prime test had been used in the Soviet tests, the EMP damage over Kazakhstan would have been far greater.

Both the United States and the Soviet Union detonated EMP-generating nuclear weapons tests in space during the darkest days of the Cuban Missile Crisis, when the world was already on the brink of nuclear war.

The Soviet Union detonated additional 300 kiloton weapons over Kazakhstan on October 28 and November 1, 1962. The United States detonated a relatively small nuclear weapon (probably about 7 kilotons) in space over the Pacific on October 20, 1962, and also detonated 410 kiloton nuclear weapons in space over the Pacific on October 26 and November 1, 1962. (During the period of October 13 to November 1, 1962 there were 16 Soviet and 6 United States above-ground nuclear explosions.) Two people suffered retinal burns when they looked toward the nighttime flash of the October 26 (Bluegill) detonation directly overhead, which occurred at an altitude of 50 kilometers. (Due to a guidance system malfunction, the October 26 detonation occurred almost directly above Johnston Island.)

Most of the EMP data on the United States Bluegill, Checkmate and Kingfish high altitude tests of 1962, as well as the Hardtack-Teak and Hardtack-Orange tests of 1958 remains classified decades after the tests were completed. The secrecy regarding these tests poses a danger to the United States since it does not allow vulnerable United States citizens to fully educate themselves about the effects of weapons that could have a dramatic effect on their lives in the future.

Test 184 was launched from Russian territory about 30 miles from the Kazakhstan border. If Test 184 were to be duplicated today using the same launch and detonation points, it would probably be considered as a nuclear attack against another country. (At the time, of course, Kazakhstan was a part of the Soviet Union.)

This site is written by an electronics engineer who has been concerned about the possibility of an EMP attack on the United States for decades. We are entering a period of special vulnerability to EMP in the coming years as industrial civilization becomes almost totally dependent upon microelectronics. Most people who have some knowledge in this subject, and who have given some serious thought to the problem, consider the probability of an EMP attack on the United States during the next ten years at somewhere between 20 and 70 percent. The probability of a solar storm large enough to destroy hundreds of the large transformers in the United States power grid sometime during this century is widely considered to be more than 50 percent. (My own guess is that the probability of a long-term loss of much of the world’s power grid from a solar superstorm is probably much larger than the chance of a nuclear EMP attack on the United States.)

The time that it would take to recover from an EMP attack has generally been estimated to be anywhere from two months to three years. There would almost certainly be a time of great economic hardship. Whether this time of economic hardship is of short or long duration will depend upon the reaction of the American people after the event, and whether any preparation has been made in advance of the event. (So far, such advance preparation has been almost totally absent.)

In widespread power outages of the past in the United States, people have reacted with behavior ranging from rioting and looting (as many did during the July 13, 1977 New York power outage) to patiently waiting for the crisis to be over (as has occurred with some more recent power outages such as the widespread August 14, 2003 outage in the northeastern U.S.). If the recovery period were long, and especially if electronic communication were down for a period of months, civilization in the United States could reach a tipping point where recovery would become difficult or impossible.

The electric power grid in use today has changed very little from the system devised by Nikola Tesla and implemented by Westinghouse, beginning in the 1890s, as described in the Mad Electricity DVD, which describes the power grid from the historical perspective of Tesla’s early battle against Thomas Edison for the adaption of alternating current. This adaption of alternating current made modern electrification possible, but also made the power grid very vulnerable to geomagnetically induced currents, which includes the E3 component of an EMP, as well as severe solar storms.

A nuclear EMP attack could come from many sources. A missile launched from the ocean near the coast of the United States, and capable of delivering a nuclear weapon at least a thousand miles inland toward the central United States, would cause problems that would be devastating for the entire country. A thin-cased 100 kiloton weapon optimized for gamma ray production (or even the relatively-primitive super oralloy bomb of more than 56 years ago) detonated 250 to 300 miles above Nebraska, would destroy just about every unprotected electronic device in the continental United States, southern Canada and northern Mexico. Such a weapon would also knock out 70 to 100 percent of the electrical grid in this very large area. Nearly all unprotected electronic communications systems would be knocked out. In the best of circumstances, as completely unprepared for such an event as we are now, reconstruction would take at least three years if the weapon were large enough to destroy large power grid transformers.

The more that preparations are made for an EMP attack, the less severe the long-term consequences are likely to become. In comparative terms, being ready for an EMP attack would not cost a lot, and the benefits would include a much higher reliability of the electrical and electronic infrastructure, even if a nuclear EMP attack never occurred. Adequate preparation and protection could keep recovery time to a month or two, but such preparations have never been made, and few people are interested in making such preparations.

Hardening the electronic and electrical infrastructure of the United States against an EMP attack is the best way to assure that such an attack does not occur. Leaving ourselves as totally vulnerable as we are now makes the United States a very tempting target for this kind of attack.

By not protecting its electrical and electronic infrastructure against nuclear EMP, the United States invites and encourages nuclear proliferation. These unprotected infrastructures allow countries without a nuclear weapons program to eventually gain the capability to effectively destroy the United States with one, or a few, relatively simple nuclear weapons.

Severe solar storms can cause current overloads on the power grid that are very similar to the slower E3 component of a nuclear electromagnetic pulse. There is good reason to believe that the past century of strong human reliance on the electrical systems has also, fortunately for us, been an unusually quiet period for solar activity. We may not always be so lucky. In 1859, a solar flare produced a geomagnetic storm that was many times greater than anything that has occurred since the electrical grid has been in place. We know something about the electrical disruption that the 1859 Carrington event caused because of the destruction it caused on telegraph systems in Europe and North America. Many people who have studied the 1859 event believe that if such a geomagnetic storm were to occur today, it would shut down the entire electrical grid of the United States. It is likely that such a geomagnetic storm would destroy most of the largest transformers in the electrical grid. Spares for these large transformers are not kept on hand, and they are no longer produced in the United States. Protection against nuclear EMP is also protection against many kinds of unpredictable natural phenomena that could be catastrophic.

Although it is possible that a nuclear EMP attack will never occur, a solar flare that will completely shut down the electrical grid (for a very long period of time) almost certainly will eventually occur unless adequate protections are put in place. For a comprehensive recent report on the effects of geomagnetic storms and the EMP E3 component, see Severe Space Weather Events — Understanding Societal and Economic Impacts by the National Research Council of the United States National Academies. A solar storm of the size of the 1859 event, or even a smaller geomagnetic storm that occurred on May 14-15 in 1921, could simultaneously knock out the power grids of the United States, Canada, northern Europe and Australia, with recovery times of 4 to 10 years (since the solar storm would burn up large transformers worldwide, for which very few spares exist.) The United States has no capacity for building replacements for these large transformers.

There is hope that people are beginning to realize the importance of this problem. In 2010, at least one major company that makes small and medium sized power grid transformers announced plans to begin to build the capability at a United States facility to move toward the production of some of the largest transformers. (See this press release from Waukesha Electric which indicates that they have a serious interest in getting into the very large transformer business if the electric utilities show any interest in buying these critical spare parts.) In addition, in early 2011, Mitsubishi Electric announced plans to begin building the largest transformers by early 2013 in a new plant in Memphis, Tennessee.

It is important to understand that severe solar storms produce only the E3 component that burns out power grid transformers and induce DC-like currents in very long electrical conductors. Solar storms do not produce the fast E1 component that can be so damaging to electronics. Some astronomical phenomena can produce a gamma ray burst that could produce an extremely large E1 pulse, but those are extremely rare and only hit the Earth on time scales of every several million to hundreds of millions of years. Solar storms can damage satellites, and therefore satellite communications, but the only direct harm to electronics equipment on the ground comes from the loss of electrical power. (The multi-year loss of electrical power means that a significant fraction of the population will die due to starvation and lack of drinkable water.)

A part of the U.S. military system is protected against EMP. Nearly all of the commercial sector is not protected. Most data backups of commercial systems are protected from just about every other threat, but not protected against EMP; and most backups are located within the area likely to be affected by the EMP attack. Computer systems and the information they contain are especially vulnerable. As Max says in the narration in the first episode of the old Dark Angel television series, ” . . . the electromagnetic pulse turned all the one and zeros into plain old zeros . . .” An EMP attack would literally send thousands of small and mid-sized businesses in the United States into bankruptcy in less than a millisecond.

Although computer hard drives would not be erased, the electronics in hard drives that are not specifically protected against EMP would be destroyed, making it very expensive to recover the data that was still magnetically stored on the hard drive. Also, some of the data would be corrupted on any computer hard drives that were spinning at the time of the EMP attack.

Nearly all broadcast stations, especially television stations, would go off the air. Due to the high level of computerized automation, the equipment in most radio and television studios would be so completely destroyed that most commercial stations would be damaged beyond repair. Radio studios are actually more vulnerable to permanent damage than many portable radio receivers.

In the current situation, broadcast television transmitters would actually be more easily repairable than studio equipment. With the transition to digital television broadcasting in the United States, the digital encoders would be the extremely weak link in the fragile digital television broadcast chain. It is likely that a few FM stations could get back on the air within a week of the EMP attack if emergency broadcasts were originated from the FM transmitter sites, but they would only be on the air until fuel for their generator ran out, and some generators would be destroyed by the pulse.

A nuclear EMP attack would likely make a permanent change the structure of television broadcasting in the United States since it would not be financially feasible to re-build most local television stations (except possibly in the largest cities). The television broadcast re-build would probably be with a satellite and cable infrastructure, with local news being provided by subsidiaries of national news companies over their national freshly-EMP-hardened post-pulse infrastructure. An all-fiber-optic internet would assume greatly increased importance. Making predictions about what a post-pulse world would be like is very difficult, though, since a severe EMP would cause a level of destruction to the electrical and electronic infrastructure that would make the United States incapable of supporting anything close to its present population.

In the old Dark Angel television series, an EMP attack is supposed to have occurred on June 1, 2009, and the vehicles appear to be mostly pre-1980 and post-2009 models. There is a good reason for this. Many conventional gasoline vehicles produced since around 1980 may not function after an EMP attack due to their dependence upon electronics. This would obviously produce a huge problem for the United States after an EMP attack. Merely moving disabled vehicles off the road would be a major undertaking. Disabled traffic lights would add to the traffic problems.

In one episode of the FutureWeapons Season 1 DVD Set, which was broadcast in 2006, a Ford Taurus driven on to a nuclear EMP simulator in New Mexico and pulsed. Many of the effects of nuclear EMP are very difficult to predict on the 21st century United States. Many vehicles that one would expect to be disabled by an EMP due to their dependence on sensitive electronics might be shielded well enough to continue to operate. Automotive electronic ignition systems in general are much better shielded and protected against EMP than other electronics. (After all, the purpose of an electronic ignition is to make high-voltage sparks.) Circuits in the automobile outside of the electronic ignition are actually the most vulnerable. Actual tests on vehicles in simulators have been very inconsistent. Even if only ten percent of the automobiles on the highways during the day were abruptly disabled, the resultant traffic jams would be nearly incomprehensible. (Having ten percent of the cars suddenly disabled might actually be more chaotic than having nearly all of them suddenly disabled.) Of course, there is no practical way to do a real nuclear EMP test. Even a nuclear test in space over the Pacific would likely do billions of dollars in damage to today’s electrical and electronic infrastructure in the Pacific region.

Tests done on 37 vehicles (that used electronic ignition systems) by the United States EMP Commission showed that all of the tested cars would still run after a simulated EMP, although most sustained some (mostly nuisance) electronic damage. Only about one in every ten million civilian automobiles and light trucks in use today have been tested in an EMP simulator. That is a very tiny sample size. Many cars that would run after an actual EMP would probably have to be started in an unconventional manner (such as temporarily jumpering wires under the hood) due to damage of control circuits.

Reports about the effects of the 1962 Starfish Prime test that have been declassified in recent years state that some of the automobiles in Hawaii had their old non-electronic ignition systems damaged by the EMP, so automobile damage may be much higher that we previously thought. Most of the people whose cars were damaged by the Starfish Prime test probably never related their car ignition problems to the nuclear test. The damage to diesel generators in the 1962 Soviet nuclear EMP tests indicates that some of the electrical damage doesn’t show up right away. Although many people would like to know exactly which vehicles would continue to function after an EMP, the number of variables are enormous, and include the orientation of the vehicle with respect to the detonation point at the particular time that the device is detonated.

Even for vehicles that are not disabled by an EMP attack, some very bizarre things might happen. I have had the experience myself of getting locked out of my vehicle at a mountaintop transmitter site by RF fields. In that case, RF electromagnetic energy from high-power transmitters caused the doors to lock while the keys were in the ignition and the engine was running. Of course, this occurred during one of the few times that I didn’t have an extra set of keys with me. I have also heard of windshield wipers suddenly coming on in recent-model vehicles when driven near high-power radio transmitters.

In addition to the large-area (nearly continent-wide) effect of nuclear EMP attacks, there is an imminent threat from much smaller electromagnetic weapons that could do only localized damage. Many of these are relatively easy to construct and are very likely to be used in coming years in the U.S. by terrorists, as well as by ordinary vandals. An electromagnetic truck bomb in a small truck or van would not necessarily destroy the truck, which might be able to drive away, but could do millions of dollars in damage to the computer systems inside a building. (See my page on non-nuclear means of EMP generation.)

An example of a non-nuclear EMP device is the one being marketed by Eureka Aerospace, which is described, with a video, at the Physorg site. These devices are designed to destroy the vital electronics in automobiles. Although these devices can be beneficial in many cases, in the wrong hands they could cause enormous destruction at the rate of millions of dollars in damage per hour.

A nuclear EMP attack would knock out most, if not all, of the electric power grid. The extent of the electrical grid damage would depend upon the size of the bomb. Full repair of the power grid would take anywhere from two months to three years or more. Many components such as large transformers, which are normally resistant to large voltage transients, would be destroyed by the DC-like current induced by the E3 component of the pulse when they are connected to very long copper wires. The design life of the transformers in the United States power grid is 40 years, but the average age of these transformers is already more than 42 years. If power companies were to keep adequate spare parts on hand, the repair time could be kept closer to the two-month time frame. Adequate parts are not currently being kept on hand, and, in most cases, there are very long lead times for replacement parts for the electrical grid if the parts are not kept on hand by the electrical utility. There is currently no United States manufacturing capability for the large power transformers in its power grid. All of these extremely heavy transformers have to be manufactured and imported from other countries. The current delivery time for these transformers is 3 years from the time that the order is placed, but widespread destruction of these transformers would completely overwhelm the very limited worldwide production capacity.

The problem of spare parts affects more than just the power grid. There has been an overall trend during the past decade toward all enterprises keeping fewer and fewer critical spare parts on hand.

Electrical and communications lines carried on overhead poles would be most susceptible to EMP. Although fiber optic lines will not pick up EMP-induced currents, as the Soviet Union learned in 1962, underground telephone and electrical lines would not be completely immune.

A big problem in the United States would be the electronic communications systems. The threat of an EMP attack is well known to the people who could do something about it. In one major study (in 2004) by the U.S. federal government stated:

Several potential adversaries have or can acquire the capability to attack the United States with a high-altitude nuclear weapon-generated electromagnetic pulse (EMP). A determined adversary can achieve an EMP attack capability without having a high level of sophistication.

EMP is one of a small number of threats that can hold our society at risk of catastrophic consequences. EMP will cover the wide geographic region within line of sight to the nuclear weapon. It has the capability to produce significant damage to critical infrastructures and thus to the very fabric of US society, as well as to the ability of the United States and Western nations to project influence and military power.

The common element that can produce such an impact from EMP is primarily electronics, so pervasive in all aspects of our society and military, coupled through critical infrastructures. Our vulnerability is increasing daily as our use of and dependence on electronics continues to grow. The impact of EMP is asymmetric in relation to potential protagonists who are not as dependent on modern electronics.

The current vulnerability of our critical infrastructures can both invite and reward attack if not corrected. Correction is feasible and well within the Nation’s means and resources to accomplish.

As the above report points out, even if power grid transformers survive an EMP attack, the power grid is extremely vulnerable to EMP and other attacks because of control and monitoring devices called SCADAs, which would be easily knocked out even with a relatively small weapon.

A new book was released in March 2009 about a fictional EMP attack on the United States. It is called One Second After by William R. Forstchen, a best-selling author who has a Ph.D. in military history from Purdue University. The book covers the period of time from the afternoon of the pulse attack until exactly one year after the attack. The book has been optioned by Warner Bros. for development into a motion picture. A trade paperback edition of the book, recently edited by the author, was released last November. (At the time that the trade paperback was released, the hardcover edition still had all of the original editing mistakes that were corrected in the trade paperback edition.)

Dr. Forstchen’s book is quite technically accurate, although it oversimplifies many EMP effects, especially the EMP effect on automobiles. In his defense, though, Dr. Forstchen didn’t have access to the latest EMP-automobile simulator test information when he wrote the book. (The contract for the book was actually completed in early 2006). The earlier EMP-automobile data was much more dismal, and there are still a great many uncertainties about the EMP effect on automobiles because of the very small number of vehicles that have actually been tested. The 1962 Soviet experience with the repeated burnout of military diesel generators using no solid state electronics is a warning not to rely too heavily on simulator testing. It is important to remember that the last time an automobile was actually tested against a real nuclear EMP was in 1962. Actual electromagnetic damage in the real world is far messier than any simulations would indicate.

The EMP Commission’s testing of automobiles was only done up to a level of 50,000 volts per meter. The EMP Commission did not take the level up to see at what level the automobiles would fail to run. From everything that is published in open (non-classified) English-language scientific papers, 50,000 volts per meter is about the maximum electric field strength that can be produced by first and second generation nuclear weapons of any size. However, EMP Commission staff members have stated in sworn testimony before the U.S. Congress that “super-EMP” weapons have been developed (by more than one country) that are capable of generating up to 200,000 volts per meter below the detonation, and 100,000 volts per meter at the horizon.

One Second After postulates an EMP from a missile launched from an offshore container ship. If anyone thinks that this is an unrealistic scenario, take a look at this advertisement from a Russian company, with an included Youtube video that looks like it could be a scene out of the One Second After movie:

The Club-K Container Missile System

The Club-K Container Missile System in its latest version is designed for launching six cruise missiles, but it could obviously be converted for a long-range ballistic missile. A Scud-D ballistic missile would fit quite easily into this container. Scuds are very primitive missiles, though. Producing an intermediate range ballistic missile is not a project of any major difficulty.

An hour-long television documentary program on EMP was Electronic Armageddon, an episode of National Geographic Explorer on the National Geographic Channel. It was shown four times in June 2010. It was an excellent program with very few factual errors. An Electronic Armageddon DVD-R can be purchased at the National Geographic Video Store.

The Electronic Armageddon documentary was repeated on the National Geographic Channel in the United States on October 9, and may be repeated occasionally in the future.

The first of several planned programs on EMP for law enforcement and public safety personnel are now available on Law Enforcement and Public Safety TV on the web.

In September, 2010, Oak Ridge National Laboratory published a series of reports for the Federal Energy Regulatory Commission, the Department of Energy and the Department of Homeland Security on the effects of electromagnetic disturbances on the United States electric power grid. The reports were written by the Metatech Corporation, and they provide an updated and comprehensive view of how electromagnetic disturbances such as nuclear EMP are likely to affect the United States electrical power grid. Many people will only be interested in the Executive Summary. Some of the other reports are hundreds of pages long.

Baum, the senior scientist/engineer who conceived the Trestle EMP simulator, and also maintained the most valuable concentration of documents on EMP at the SUMMA Foundation, died on December 2, 2010, at the age of 70, after suffering a stroke. The SUMMA Foundation is affiliated with the University of New Mexico.

The Great Solar Storm of 1859 is now known in history as ‘the Carrington flare’ that burned telegraph wires all across Europe and America lighting the skies in many parts to the extent that miners awoke to start their day with breakfast in the middle of night. It was the largest single solar eruption from a sunspot in recorded solar observation history, described in Stuart Clark’s book, The Sun Kings.

On, 5/3/11, George Noory, the host of Coast to Coast AM interviewed Dr. Judy Wood, an expert former professor at Clemson University , with multiple degrees in subjects within the Structural Engineering field. I strongly recommend that you seek out either transcripts of that interview or contact the station regarding rebroadcasts.

Mr. Noory, I would like to compliment you on your choice of a fine guest in having Dr. Wood present her material. I was truly amazed and at times dumbfounded by the preponderance of information that she brought to the table regarding the collapse of the twin towers and adjacent building during the 911 attacks. Her expert forensic examination of the facts was truly eye opening and thought provoking. Although I do not hold to global conspiracy, shadow government and mass cover-up theories.; I was still compelled from her presentation that something was amiss in the official explanation we have been given but, I believe it stems from, as Dr.Wood alluded to, a misintereptation of facts due to experiencing and desperately trying to categorize in known terms something like we have never experience before. I am now convinced in lieu of this new material Dr. Woods have brought to light that the jets alone can not answer for the path of and degree and type of destruction demonstrated on that unfaithful day.

Midway during my listening to the interview, two things happened almost within minutes of each other. My cell phone, a modern convenience which I so detest yet, like the majority of us, have now become a slave to; completed its charge cycle and I turned it off. I have two radios: a small portable and a small desktop alarm-radio. If I am with 6 to 8 feet of either of these radios and I proceed to turn on/off, received a phone call or attempt to make one; I will be welcome with a sudden violent and continuous surge of static way above the volume setting which the appliances may be adjusted to point where I have to turn the volume completely down or the radio off. I do not use the word violent haphazardly here. Whereas to my ears I can only receive the pops and crackles as an annoying disturbance, I am sure that precision equipment would verify micro sonic blasts emanating during these disturbances. In fact if I happen to be directly in the placement of the radios they need not even be on to produce the audio disturbance. The land-line phone does not generate a similar effect.

Minutes later Dr. Wood introduced me to something I had never known. I had no knowledge that Tornadoes and Hurricanes are able to produce ‘Static Energy Fields’. The doctor had expressed that in her forensic investigation of factors surrounding the atmospheric conditions, that there was indeed remnants of an off shore hurricane in the vicinity of the twin towers site. The pieces of the puzzle began to click. Now obviously I am no scientist but I am hoping that Dr. Woods and other scientific minds consider this:

Try to imagine the situation of me and my one little cell phone and my two small radios. Now lets think about the condition prevalent in the immediately aftermath of the jets hitting the towers. How many people do you think both on the ground, nearby and even within the crash site were either using their phones or attempting to do so due to the initial crash. Now let’s think about the 1st. responder who are arriving on scene: walkie talkies, car based communication devices and more cell phones of their own. Now consider all the electrical dysfunction that must be occurring within the building due to the crash: short circuits, down power feeds and line etc. Finally top that off with the potential of a static field which is being generated due to the remnant of the off shore hurricane. I am proposing that perhaps unlike the ‘Directed Energy Field’ that Dr. Woods is proposing perhaps all the aforementioned conditions came together to produce a perfect storm as it were thus causing what non-scientist me will christen as a NON-Directed Energy Field, thus eliminating the drama of malice or conspirator based motives for the event.

I now turn it over you, the scientific community to explore. As a side note keep this in mind there has been very few cases, and most of them in the modern era whereas man has been able to create an entity, environment, situation so prolific that it can actual alter the landscape of the planet. Currently we are discovering this with our emissions and its affect towards global warming. Now consider the almost unfathomable number of cell phones and users world wide. This is phenomena that has never occurred before and should be fully explored. Aside from 911 perhaps the increase frequency in our hurricanes and tornadoes might be linked in the same way as emissions to greenhouse gases.

A few days ago I coined a phrase ‘Generation APP’ see enclosed attachment. When I did this I was merely making an observation on the cultural front however, if what I am saying has any validity, I daresay Generation APP may be the death of us all.

In 2007, novice me wrote a humorous piece of absurd fiction (see enclosed attachment Big Fishing). Most of the jokes were inside as I based the characters on my then co-workers and myself yet you may want to give it a read. I may have unwittingly produced a prophetic laced piece.

Strange weather pattern over the southwest this week. Thunderstorms building up in the afternoon, but moving from NE to SW. Not a ‘normal’ pattern at all. Earlier today a huge thunderstorm buildup could be seen on satellite images over the area where the states of NV, CA, and AZ meet. It blew up big time, but dissipated suddenly, which isn’t ‘normal’ either.
